Mr. Gurdip Saini serves as Vice President of Infrastructure Engineering at KSE and is a licensed Professional Engineer in the State of New York with over 40 years of extensive experience in the planning, design, and delivery of complex municipal infrastructure systems. His expertise encompasses water distribution, sanitary and storm sewer systems, roadway reconstruction, and large-scale urban infrastructure programs.
Mr. Saini began his career with the New York City Department of Environmental Protection (NYCDEP) and subsequently held senior leadership roles at the New York City Department of Design and Construction (NYCDDC), where he was instrumental in advancing major capital infrastructure initiatives. His technical expertise includes the design and management of large-diameter water mains, combined sewer systems, and roadway infrastructure within dense urban environments.
He has led several high-profile and technically challenging projects, including the CS-ER-WCP and Pugsley Creek project in the Bronx, which required complex interagency coordination and strict compliance with New York State consent decree mandates. Another notable project, SE818 on Sheldon Avenue in Staten Island, achieved a Silver rating under the Institute for Sustainable Infrastructure’s Envision (ENV SP) program, reflecting his commitment to sustainable design and resilient infrastructure solutions.
Mr. Saini is widely recognized for his leadership in delivering innovative engineering solutions during both design and construction phases. He spearheaded the implementation of trenchless technologies at NYCDDC for the installation and rehabilitation of water mains and sewer systems, significantly reducing construction impacts in urban settings. His work on projects such as PS-312Q, PS-312KR, and QED1014 has been recognized within the industry, including presentation at the North American Society for Trenchless Technology (NASTT) Conference in 2018.
In addition to his work in underground infrastructure, Mr. Saini has overseen major street reconstruction programs, including integrated utility upgrades and public space improvements in coordination with the New York City Department of Transportation (NYCDOT). As Assistant Commissioner and later Associate Commissioner of Infrastructure Design at NYCDDC, he led multidisciplinary teams in the delivery of critical infrastructure projects, including the installation of large-diameter trunk water mains in Manhattan connecting Water Tunnel No. 3 to the city’s distribution network. He also played a key role in the Southeast Queens flood mitigation program, addressing longstanding drainage and resiliency challenges.
Mr. Saini holds a Bachelor of Science in Civil Engineering from the University of Delhi, India, and is a graduate of the New York City Leadership Institute. His depth of technical knowledge, leadership experience, and commitment to infrastructure resilience make him a key contributor to KSE’s engineering practice.
