Mr. Tom Tehrani, P.E., serves as Senior Vice President and Branch Manager of KSE’s New York City office, where he provides executive oversight for regional operations, including project delivery, client engagement, and strategic business growth initiatives. With over 30 years of experience in engineering, construction, and program management, he brings a comprehensive understanding of complex infrastructure development across the New York metropolitan region.

Mr. Tehrani’s technical and managerial expertise spans multiple infrastructure sectors, including surface transportation, bridge and highway systems, mass transit and rail, aviation facilities, and security hardening programs. He has successfully led large-scale, multidisciplinary capital projects through all phases of delivery—from planning and preliminary design through final design, construction, and program management—ensuring compliance with regulatory requirements while maintaining strict control over scope, schedule, and budget.

As a senior executive, Mr. Tehrani has demonstrated a strong ability to integrate strategic planning with operational execution. He is highly effective in identifying and capturing new business opportunities, developing high-performing project teams, and implementing delivery frameworks that enhance efficiency and performance. His leadership has been instrumental in strengthening client relationships and expanding KSE’s presence in competitive public-sector markets.

Mr. Tehrani has extensive experience working with major transportation and infrastructure agencies, including the New York City Department of Design and Construction (NYCDDC), New York City Department of Transportation (NYCDOT), New York State Department of Transportation (NYSDOT), Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority (MTA), New Jersey Turnpike Authority (NJTA), and New Jersey Department of Transportation (NJDOT). His work within these highly regulated environments has required sophisticated stakeholder coordination, interagency collaboration, and adherence to complex procurement and compliance frameworks.

He holds both a Master of Science and a Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology and is a licensed Professional Engineer in New York and New Jersey. Mr. Tehrani is an active member of the American Society of Highway Engineers (ASHE) and the American Society of Civil Engineers (ASCE), and he previously served as President of the ASHE New York Metro Chapter.
