The Fairmount Park Conservancy (FPC), working with Philadelphia Parks & Recreation (PPR), engaged a design team to perform a master plan for the 348-acre Franklin Delano Roosevelt (FDR) Park in South Philadelphia. The master plan was intended to investigate, analyze, and recommend approaches to enhance FDR’s ecology, landscape, and built environments.
As part of the design team, KS Engineers, P.C. (KSE) was responsible for the existing conditions assessment, water resources, and traffic engineering scope of work. KSE reviewed available existing information, including prior studies, surveys, and reports to assist in identifying and making recommendations for sustainable and innovative interventions, prioritizing passive/natural approaches that incorporate or complement other master plan goals such as habitat protection/creation, land uses, and the built environment. KSE also completed an assessment of the multi-modal circulation patterns to identify locations of poor levels of service and conflict points. Additional land surveying services included boundary, topographic, and utility surveys, and wetlands identification.
KSE prepared near/mid/long-term program recommendations for the multi-modal circulation Improvements that focus on needed immediate repairs for unsafe conditions with the longer-term program in mind; prioritization of improvements with a flexible timeline and consideration of phasing opportunities of network-wide improvements; and establishment of a multimodal network to reflect the final long-term vision for the park, including considerations for integration and coexistence with habitat, passive space, and architectural improvements, as well as flexibility for the evolution of uses over time.
