KS Engineers, P.C. (KSE) has been retained by MTA Metro-North Railroad (MTA MNR) to provide engineering consulting services for the structural inspection and design of priority repairs to the catenary structures and transmission towers between Woodlawn and the New York/Connecticut state line in Port Chester, along Metro-North’s New Haven Line from Milepost 12.3 to Milepost 26.0.
The project contains approximately 274 catenary structures and 52 pull-off poles located between New Haven Line Milepost 12 in Woodlawn and Milepost 26 at the New York/Connecticut State line. There are approximately 73 transmission towers that are often incorporated into the catenary structures spanning the tracks.
Previously noted deficiencies can be summarized as follows:
- Deteriorated concrete column bases.
- Deteriorated steel columns at the bases.
- Deteriorated column angles.
- Deteriorated/missing lacing bars.
- Deteriorated anchor bolts.
- Deteriorated truss connection to the column.
- Deteriorated truss chord angles.
- Deteriorated truss diagonals.
- Deteriorated paint.
KSE is conducting inspections of every tower within the work limits, following a review of the existing reports, and will address both significant conditions previously uncovered and new conditions that have developed since the last inspection. The nature and extent of the deterioration/repairs reported in previous inspections is being verified. The measurements obtained by the inspection teams will be utilized in the preparation of the rehabilitation plans.
Following the inspections, we will prepare preliminary plans that will include rehabilitation plans, outline specifications, a preliminary construction schedule, and a cost estimate for the proposed rehabilitation. The plans will be developed to a point where no alternative analysis of any major element is required to complete the final design, schedules, or cost estimate. The plans will show in sufficient detail the location of all proposed repairs. All comments and revisions provided by MNR on the 60% Design will be incorporated into the 90% Design.
A complete set of specifications will be submitted at the 90% submission (100% level of effort), along with updated plans, a construction schedule, and cost estimates.
The same personnel who participate in the design will be available to provide Construction Support Services to MNR, if requested. This will help to ensure continuity between the design and construction. During the period between contract letting and the start of construction, we will answer questions during the bid period, provide design amplification and clarification required by bidders, assist MNR in the development of the bid for construction services, attend the pre-bid conference, and attend the pre-construction meeting. During construction, we will review the shop drawings and provide clarification and interpretation of the design drawings and specifications.
