Mr. Joseph T. Brown, P.E., serves as Vice President and Director of Engineering at KS Engineers, P.C. (KSE), where he provides executive leadership for the firm’s design operations across all offices. In this role, he is responsible for overseeing multidisciplinary engineering services, enhancing project delivery performance, optimizing resource allocation, and fostering collaboration across internal teams. He also plays a key role in advancing strategic partnerships and teaming initiatives to support KSE’s continued growth in transportation and infrastructure markets.
Mr. Brown brings over 30 years of senior leadership experience in transportation, public works, and large-scale infrastructure program delivery. His career includes high-level executive roles in both the public and private sectors, notably serving as Director of the City of Phoenix Street Transportation Department, Commissioner of the Suffolk County Department of Public Works, and Regional Director for both the New York City and Long Island regions of the New York State Department of Transportation (NYSDOT). In these roles, he was responsible for overseeing complex capital programs, managing large organizations, and delivering critical infrastructure improvements in highly demanding and stakeholder-intensive environments.
His portfolio includes leadership on some of the most significant transportation projects in the United States, including the reconstruction of Lower Manhattan’s transportation infrastructure following the September 11, 2001 attacks and the Kosciuszko Bridge Reconstruction in New York City. These projects required advanced technical oversight, interagency coordination, and the ability to manage large, multidisciplinary teams under challenging conditions.
Mr. Brown is a U.S. Army veteran and a 9/11 first responder, bringing a strong sense of public service and resilience to his professional work. He is a recognized advocate for Vision Zero initiatives and sustainable infrastructure practices, with a focus on improving safety, mobility, and long-term system performance.
