KS Engineers, P.C. (KSE) was retained to provide comprehensive Construction Management services for the Design-Build rehabilitation of the historic Roseville Tunnel in Byram Township, New Jersey. Acting as the owner’s representative, KSE was responsible for construction management, project coordination, schedule monitoring, quality assurance oversight, contractor coordination, field observation, documentation, and verification that all rehabilitation work complied with contract requirements, technical specifications, and applicable railroad safety standards. Throughout the project, KSE worked closely with the owner, Design-Builder, contractors, and regulatory stakeholders to facilitate the successful rehabilitation of one of New Jersey’s most significant historic railroad structures while ensuring safe, efficient project execution.
Originally constructed in the early twentieth century, the Roseville Tunnel is a vital component of New Jersey’s rail infrastructure and an important transportation asset with significant historical value. Decades of groundwater infiltration, weathering, and natural deterioration had adversely affected the tunnel’s structural condition, creating the need for a comprehensive rehabilitation program to restore long-term structural integrity and support future rail operations. The project was undertaken to preserve this historic tunnel while modernizing key systems and extending its operational service life.
The Design-Build rehabilitation focused on addressing both structural and operational deficiencies through a comprehensive program of repairs and infrastructure upgrades. Major work included removal of loose and unstable rock, installation of rock bolts to stabilize exposed rock faces, repair and rehabilitation of the existing concrete tunnel liner, installation of a waterproofing system to minimize groundwater infiltration, construction of a new drainage system, and installation of modern closed-circuit television (CCTV) and communications systems to improve operational safety and monitoring capabilities.
Additional improvements included excavation of rock at the west tunnel portal to improve tunnel approaches and facilitate construction activities, installation of a new railroad track bed to provide a stable operating surface, and implementation of long-term drainage improvements designed to protect both the tunnel structure and railroad infrastructure from future water-related deterioration. Together, these improvements significantly enhanced the tunnel’s structural stability, operational reliability, and long-term resilience while preserving an important element of New Jersey’s railroad heritage.
Throughout construction, KSE coordinated closely with the Design-Builder and project stakeholders to monitor construction progress, review work for compliance with quality standards, proactively resolve field issues, and maintain project schedule. The firm’s disciplined construction management approach helped ensure that rehabilitation activities were completed safely while minimizing risks associated with working in a confined underground environment and around active railroad infrastructure.
The successful rehabilitation of the Roseville Tunnel restored a critical transportation asset, strengthened long-term rail safety and reliability, and preserved an important historic structure for future generations. The project’s innovative rehabilitation approach and engineering excellence were recognized with the American Council of Engineering Companies of New Jersey (ACEC NJ) Honor Award for Engineering Excellence.
