KS Engineers, P.C. (KSE) provided comprehensive Resident Engineering Inspection (REI) services for the New York City Department of Design and Construction (NYCDDC) for the reconstruction of Atlantic Avenue between Pennsylvania Avenue and Logan Street in Brooklyn, New York. KSE was responsible for construction management support, resident engineering, inspection, quality assurance, utility coordination, maintenance and protection of traffic oversight, documentation, schedule monitoring, and coordination among NYCDDC, the Long Island Rail Road (LIRR), contractors, utility companies, and regulatory agencies. Throughout construction, KSE ensured compliance with contract documents, federal funding requirements, NYSDOT standards, Buy America provisions, civil rights regulations, OSHA requirements, and LIRR safety protocols while maintaining public safety and minimizing disruptions to this heavily traveled commercial corridor.
The project transformed a key section of Atlantic Avenue by improving pedestrian safety, enhancing streetscape aesthetics, modernizing underground infrastructure, and reconstructing critical transportation facilities. Located above an active Long Island Rail Road tunnel, the corridor presented significant engineering and construction challenges that required careful planning, continuous coordination, and specialized construction oversight.
Major improvements included reconstruction and elevation of the landscaped center median, extension and enhancement of pedestrian refuge islands, installation of new landscaping and street trees, sidewalk replacement, roadway resurfacing, and modernization of the corridor’s underground utility infrastructure. The utility work included replacement of aging 8-inch through 20-inch water mains, installation of new 12-inch combined sewers and related appurtenances, and modifications to existing Long Island Rail Road ventilation structures located within the median. New vent grates were installed above the underground rail tunnel, while landscaped portions of the median were designed under the guidance of an arborist and approved by the New York City Department of Parks and Recreation.
Because construction occurred directly above active railroad infrastructure, the project required rigorous adherence to LIRR safety requirements and operational procedures. Temporary shielding, structural bracing, and protective systems were designed by licensed professional engineers to safeguard the existing railroad facilities while allowing construction activities to proceed safely. KSE coordinated closely with LIRR personnel to ensure all workers completed mandatory railroad safety training and that all work complied with applicable railroad regulations and OSHA standards.
Maintaining traffic flow, pedestrian access, and business continuity throughout construction was equally critical. KSE carefully coordinated staged construction activities, traffic control measures, utility relocations, and public access while ensuring the project remained on schedule and within budget. Through proactive field coordination and diligent construction oversight, KSE successfully delivered a complex, federally funded infrastructure improvement that enhanced safety, improved utility reliability, revitalized the streetscape, and strengthened one of Brooklyn’s most important transportation corridors.
The project’s outstanding engineering, construction management, and successful delivery were recognized with the American Council of Engineering Companies of New Jersey (ACEC NJ) Award for Engineering Excellence.
