KS Engineers, P.C. (KSE) provided comprehensive Resident Engineering, Construction Management, and Construction Inspection services for the widening and rehabilitation of Atlantic City Expressway Bridge 20WB over the Garden State Parkway for the New Jersey Turnpike Authority (NJTA). Acting as the Owner’s on-site representative, KSE was responsible for resident engineering, daily construction inspection, shop drawing and material submittal reviews, Requests for Information (RFI) coordination, traffic control review, construction surveying, materials testing and plant inspection, document control, change management, schedule monitoring, and coordination among multiple agencies, contractors, and stakeholders. Throughout construction, KSE ensured that all work complied with project specifications, contract requirements, quality standards, and safety regulations while maintaining uninterrupted operations along two of New Jersey’s busiest limited-access highways.
The project involved widening and rehabilitating Bridge 20WB to accommodate increased traffic demands and improve the long-term structural performance of this critical transportation link where the Atlantic City Expressway crosses the Garden State Parkway. The bridge was widened by approximately seven feet through construction of new drilled shaft foundations supporting new bridge piers and extended abutments. New prestressed concrete beams were erected to support the widened structure, after which the existing bridge deck was removed and replaced with a new high-performance concrete deck, reinforced concrete median barrier, and bridge parapets designed to improve durability, safety, and service life.
One of the project’s greatest challenges was that construction occurred simultaneously with the Garden State Parkway Widening Program, which expanded the Parkway to three travel lanes in each direction beneath the bridge. This required continuous coordination between the Atlantic City Expressway bridge project team and the Garden State Parkway construction management staff to synchronize construction sequencing, traffic control operations, work zone staging, and contractor activities while minimizing impacts to motorists traveling on both facilities.
KSE played a critical role in resolving complex field conditions that arose during construction, including development and implementation of temporary drainage facilities to eliminate ponding within temporary travel lanes and maintain safe driving conditions throughout staged construction. The firm also coordinated closely with both the New Jersey Turnpike Authority, which managed the project, and the South Jersey Transportation Authority, which owns the structure, ensuring that technical requirements, quality expectations, and operational needs of both agencies were consistently achieved.
Through proactive construction management, rigorous quality assurance, and effective stakeholder coordination, KSE helped deliver a complex bridge rehabilitation project that enhanced structural integrity, increased roadway capacity, and improved long-term safety for one of southern New Jersey’s most heavily traveled transportation corridors while maintaining traffic throughout construction.
The project’s outstanding engineering, construction management, and successful execution were recognized with the American Council of Engineering Companies of New Jersey (ACEC NJ) Award for Engineering Excellence.
