Project Description

KS Engineers, P.C. (KSE) provided comprehensive Resident Engineering Inspection services for the reconstruction of the Astor Place and Cooper Square corridor in Manhattan, New York. Serving as the owner’s on-site representative throughout construction, KSE was responsible for overseeing contractor operations, verifying compliance with contract documents, monitoring quality assurance and quality control, coordinating construction activities among multiple stakeholders, reviewing construction schedules, documenting project progress, resolving field issues, and helping ensure that the project was completed safely, on schedule, and within budget. KSE worked closely with the New York City Department of Design and Construction (NYCDDC), utility companies, contractors, and local agencies to successfully deliver this complex, high-profile urban streetscape improvement project. 

The project transformed one of Manhattan’s busiest and most recognizable intersections into a safer, more attractive, and pedestrian-oriented public space while modernizing critical underground infrastructure. Located within the area bounded by East 4th Street, Cooper Square, Lafayette Street, and East 9th Street, the reconstruction significantly enhanced mobility, sustainability, and the overall public experience in a heavily traveled commercial and cultural district. 

A major component of the project included the complete reconstruction and revitalization of Cooper Square and Cooper Park through the introduction of innovative green infrastructure and expanded public spaces. New bioswales, green streets, structural soils, and extensive landscaping were incorporated to improve stormwater management while creating a more inviting urban environment. The project also featured granite benches, decorative granite planters, textured granite sidewalks, architecturally scored concrete pavements, ornamental steel fencing, and enhanced planting areas that transformed the streetscape into a vibrant civic destination. 

Beneath the surface, extensive utility improvements were completed to support the long-term resiliency of the neighborhood. The project included installation of a new 15-inch combined sewer constructed on a concrete cradle, a new 12-inch water distribution main, new catch basins and drainage structures, and transfer of existing sanitary sewer connections to the upgraded combined sewer system. Surface improvements included new curbs, sidewalks, ADA-compliant pedestrian ramps, pedestrian refuge islands, reinforced concrete bus pads, traffic signals, street lighting, pavement markings, and roadway reconstruction featuring a 10-inch concrete base with a 3-inch asphalt wearing course. Select streets were milled and resurfaced where full-depth reconstruction was unnecessary. 

The completed project dramatically improved pedestrian safety, accessibility, traffic operations, environmental sustainability, and the overall character of the Astor Place and Cooper Square neighborhood. Through diligent construction oversight and proactive coordination, KSE helped ensure the successful execution of this landmark public infrastructure initiative, which was completed on schedule and within budget. 

The project’s transformative design, technical excellence, and lasting contribution to New York City’s public realm were recognized with the prestigious American Council of Engineering Companies of New York (ACEC NY) Platinum Award for Engineering Excellence.
