Project Description

KS Engineers, P.C. (KSE) provided comprehensive topographic surveying, boundary surveying, utility coordination, mapping, construction support, and geospatial data management services to the Port Authority of New York and New Jersey (PANYNJ) under an on-call professional services contract. The assignment required KSE to respond to a diverse range of surveying and utility-related needs at multiple Port Authority facilities throughout the region. Services included field surveys, boundary determinations, topographic mapping, utility investigations, construction support surveys, as-built documentation, geospatial database development, record management, and coordination of field activities in secure and operational transportation environments. Work was performed in accordance with Port Authority standards, procedures, and security requirements while supporting ongoing construction, maintenance, redevelopment, and operational activities.

At Newark Liberty International Airport, KSE conducted surveying and mapping services that included runway-related survey work, pile location layout and verification, and topographic surveys performed throughout airport facilities as requested. Much of this work was completed during nighttime operations to minimize impacts on airport activities while maintaining strict compliance with airside safety and security protocols. Survey crews collected field data necessary to support construction, maintenance, and infrastructure improvement projects throughout the airport.

KSE also provided Facility Utility Coordination services while working directly from Port Authority offices. Responsibilities included management and mapping of underground utilities throughout the New Jersey Marine Terminals facility, coordination of daily field operations associated with utility mark-outs and utility locating activities, maintenance of records supporting construction mark-outs for Port Redevelopment projects and Transportation and Aviation facilities, and support for construction management and maintenance operations. KSE coordinated survey activities for redevelopment projects, provided underground utility information to maintenance personnel, facilitated communication among Port Authority departments, expedited site access and security clearances, maintained consultant attendance records, and developed an inventory system for utility structures to support long-term facility maintenance and asset management objectives.

Additional assignments included surveying services at Port Newark and Port Elizabeth, where KSE performed wall monitoring, pile location surveys, as-built surveys, and topographic mapping to support construction and infrastructure improvement projects. KSE also completed an ALTA/NSPS Land Title Survey for a former Conrail property in Jersey City, New Jersey. This assignment encompassed field investigations, boundary research, calculations, and computer-aided drafting and design work for an approximately 125-acre site. All survey deliverables were prepared in accordance with Port Authority standards and industry requirements. Through these diverse assignments, KSE provided accurate geospatial information, utility coordination, and surveying support essential to the planning, design, construction, operation, and maintenance of critical transportation and port facilities throughout the Port Authority system.
