Project Description

KS Engineers, P.C. (KSE) provided construction supervision, inspection, and contract closeout support as part of the Construction Management team for Metro-North Railroad’s Cortlandt Station parking expansion and access improvement project on the Hudson Line in Cortlandt Manor, New York. KSE’s services focused on monitoring contractor performance, verifying construction quality, documenting field activities, coordinating with project stakeholders, and supporting safe, phased implementation within an active commuter rail station environment. Prior to construction, KSE reviewed project requirements, contract documents, design intent, construction phasing, schedule constraints, and site-specific operational conditions. The firm also became familiar with Metro-North railroad procedures, station operations, safety requirements, and coordination protocols necessary for work adjacent to active tracks, passenger areas, parking facilities, and pedestrian routes. KSE assisted with coordination involving outside agencies, utility representatives, and affected stakeholders and established a comprehensive project file at the site to support document control, correspondence tracking, inspection records, testing documentation, and construction administration activities.

During construction, KSE performed field inspection and testing oversight for work completed by the contractor and materials incorporated into the project. Inspection activities included observation of parking lot reconstruction, pavement work, drainage improvements, curbing, sidewalks, pedestrian access routes, roadway and circulation modifications, station access improvements, and related site infrastructure. KSE verified that work was performed in accordance with approved plans, specifications, Metro-North standards, ADA accessibility requirements, applicable codes, and quality expectations. The firm monitored contractor compliance with approved maintenance and protection of traffic measures and construction phasing requirements to preserve passenger access, maintain vehicular circulation, and optimize available parking capacity throughout construction. Because the station was operating at or near full capacity, phasing and staging required careful coordination to minimize disruptions while allowing improvements to proceed within the existing parking lot, overpass, and station platform areas.

The project was undertaken to improve and expand parking facilities at Cortlandt Station, bring existing parking and access elements into conformance with current Metro-North standards, enhance ADA compliance, and improve overall vehicular and pedestrian circulation. KSE supported final inspections, punch list development, acceptance of completed work, and contract closeout activities. The firm also verified submission of final as-built drawings, construction records, testing reports, and closeout documentation. Through its inspection, documentation, coordination, and quality assurance services, KSE helped Metro-North deliver parking and access improvements that enhanced station functionality, passenger safety, accessibility, circulation efficiency, and long-term operational reliability while maintaining continuous station operations throughout phased construction.
