KS Engineers, P.C. (KSE) provided comprehensive bridge inspection, inventory, reporting, load rating verification, and load rating update services for approximately 840 bridges located throughout New York State Department of Transportation (NYSDOT) Region 2, headquartered in Utica, New York. The assignment encompassed structures in Fulton, Hamilton, Herkimer, Madison, Montgomery, and Oneida Counties and required systematic field inspection, engineering evaluation, documentation, and analytical support to assist NYSDOT in maintaining bridge safety, regulatory compliance, and asset management accuracy. KSE’s services were performed in accordance with applicable NYSDOT inspection procedures, National Bridge Inspection Standards, and project-specific requirements governing the evaluation of bridge condition, capacity, and operational safety.
KSE conducted in-depth, hands-on inspections of bridge approaches, decks, wearing surfaces, joints, railings, sidewalks, drainage features, superstructures, substructures, bearings, abutments, piers, wingwalls, retaining elements, highway safety features, bridge channels, waterway conditions, and areas susceptible to scour. Inspection teams also evaluated fatigue-prone details, fracture critical members, connections, structural steel components, concrete elements, masonry components, timber elements, and other primary and secondary load-carrying members. Vertical and horizontal clearances were measured and verified where required to support inventory accuracy and safe roadway operations. Field observations were documented through detailed condition notes, measurements, photographs, sketches, and engineering assessments identifying deterioration, deficiencies, section loss, cracking, spalling, corrosion, settlement, scour vulnerability, impact damage, and other conditions affecting structural performance or public safety.
KSE prepared all bridge inspection reports using NYSDOT’s Bridge Inspection Program and Project Information system software, commonly referred to as BIPPI. Reports included condition ratings, inventory updates, element-level observations, repair recommendations, and supporting documentation required for NYSDOT review and recordkeeping. When field conditions warranted immediate or priority attention, KSE prepared and submitted appropriate flag reports, including red flags, yellow flags, and safety flags, to notify NYSDOT of critical structural, operational, or safety-related deficiencies requiring corrective action, monitoring, or further evaluation.
In addition to inspection and reporting services, KSE performed Level II load rating analyses for the inspected bridges using VIRTIS software. The analyses included review of available plans, verification of bridge geometry and member properties, evaluation of current condition data, and assessment of structural capacity under applicable legal and permit loading criteria. Where existing ratings required confirmation or revision, KSE updated load rating models and documentation to reflect observed field conditions, deterioration, repairs, and inventory changes. Through this program, KSE provided NYSDOT with reliable inspection records, defensible load capacity evaluations, and actionable information for prioritizing maintenance, rehabilitation, posting, and capital improvement decisions.
