KS Engineers, P.C. (KSE) provided comprehensive design, bidding support, construction administration, and construction management services for the rehabilitation and modernization of six airport parking facilities operated by PRG Parking Management, LLC, doing business as The Parking Spot, at four airports located in New York, New Jersey, and Pennsylvania. KSE’s responsibilities included conducting topographic and site surveys, obtaining pavement core samples to evaluate existing pavement and subbase conditions, preparing design and construction documents, facilitating pre-bid meetings, responding to contractor requests for information (RFIs), reviewing and analyzing contractor bids, preparing bid evaluation recommendations, and assisting the owner in selecting qualified contractors. Following contract award, KSE provided construction administration services that included review of shop drawings, RFIs, and change order requests, certification of monthly payment applications, and periodic site inspections to verify compliance with project plans, specifications, codes, and quality requirements.
One of the facilities included The Parking Spot McClellan, located on McClellan Street in Newark, New Jersey. This open-air valet parking operation included a service building and required extensive site and building improvements to enhance functionality, operational efficiency, customer experience, and infrastructure reliability. KSE’s services encompassed both exterior site redevelopment and interior building renovations.
Exterior improvements included the design and implementation of a new entry and exit plaza featuring metal canopy structures, concrete traffic islands, automated ticketing equipment, gate arms, video monitoring arches, slide gates, and updated signing and pavement markings. A dedicated bus entry and exit area was also incorporated to improve circulation and operational efficiency. Site improvements further included milling and resurfacing of paved areas surrounding the existing building, establishment of a new electrical service connection, relocation of electrical service equipment from the street frontage to the building, and rewiring of the parking lot lighting system to achieve compliance with applicable electrical and safety codes. Additional exterior enhancements included repainting of the building façade, replacement of existing awnings, and installation of a new roofing system.
Interior renovations involved a comprehensive demolition and reconstruction of the existing facility. The work included installation of new lighting systems, ceilings, doors, ceramic tile flooring, carpet finishes, and upgraded electrical infrastructure throughout the building. Restroom improvements included new sinks, countertops, fixtures, and finishes. KSE also oversaw installation of upgraded architectural millwork, including a new customer service counter, breakfast and coffee station, and integrated video display systems. Employee facilities were enhanced through renovation of the break room, including new cabinetry and flooring. Upon completion of design, KSE prepared and submitted the necessary plans and documentation to obtain required building permits and regulatory approvals.
