Project Description

KS Engineers, P.C. (KSE) provided comprehensive construction management services to Hudson County for the successful delivery of a $4.1 million pedestrian bridge and associated site improvements project. Acting as the County’s representative throughout construction, KSE furnished a full-time Resident Engineer and Construction Inspector responsible for administration, monitoring, documentation, and quality oversight of all work performed by the contractor. KSE reported directly to the Hudson County Engineer and ensured that construction activities complied with contract plans, specifications, applicable codes, permit requirements, and established quality standards. Services included preparation of daily inspection reports, verification and certification of installed quantities, maintenance of as-built records, development of final as-built plans, review of contractor schedules, coordination of utility relocations, administration of laboratory material testing, evaluation and approval of materials and suppliers, review of monthly payment applications, preparation of biweekly progress reports, response to requests for information, issuance of corrective action recommendations, and management of project closeout activities, including final inspections, payment certification, and project acceptance documentation.

KSE also coordinated and facilitated preconstruction meetings, monthly progress meetings, and ongoing communication among Hudson County, contractors, utility providers, regulatory agencies, and project stakeholders. The firm reviewed field conditions and, where necessary, provided design modifications and engineering recommendations to address unforeseen site conditions while maintaining project objectives, schedule, and budget. Comprehensive photographic documentation was maintained before, during, and after construction to provide a complete record of project progress and completed work.

The project involved construction of a 92-foot-long prefabricated steel truss pedestrian bridge and related infrastructure improvements intended to enhance pedestrian connectivity and accessibility within the project area. Major structural elements included reinforced concrete foundations, structural steel framing, and reinforced concrete construction supporting two elevator and stair towers. The bridge incorporated metal deck pans, a reinforced concrete deck system, decorative stone masonry features, glass and metal curtain wall assemblies, roofing systems, mechanical, electrical, and plumbing infrastructure, lightning protection systems, interior lighting and controls, gypsum board partitions, architectural finishes, suspended ceilings, doors and hardware, and a comprehensive security access and surveillance system. The facility also included installation of two hydraulic passenger elevators, each rated for 2,500 pounds.
