Project Description

KS Engineers, P.C. (KSE) provided construction inspection and engineering support services to the New York State Thruway Authority (NYSTA) for deployment, integration, testing, and acceptance of intelligent transportation system improvements along the Thruway corridor. KSE’s responsibilities included inspection of the installation of eleven Dynamic Message Signs (DMS) and associated support structures, twelve Closed Circuit Television (CCTV) camera assemblies and poles, sixteen traffic monitoring sites, three TRANSMIT sites, trenching and conduit systems, electrical service connections, fiber optic communications infrastructure, guide rail modifications, and related roadside appurtenances. The firm also monitored maintenance and protection of traffic activities, verified construction conformance with contract documents, observed testing and calibration procedures, documented progress, coordinated issue resolution, and supported training associated with the newly installed equipment and operational systems.

KSE’s inspection services addressed both civil infrastructure and technology components required for a fully functional transportation management network. Field personnel reviewed installation methods, checked foundation and support structure placement, observed conduit routing and cable installation, verified cabinet, shelter, detector, beacon, and power system installations, and confirmed that equipment was positioned and integrated in accordance with approved plans, specifications, manufacturer requirements, and agency standards. KSE also supported troubleshooting, adjustment, resetting, repair, replacement, and reprogramming activities for installed system components as directed by the Engineer, including variable message sign assemblies, portable variable message signs, CCTV equipment, Highway Advisory Radio (HAR) systems, beacon signs, detectors, communications hardware, power distribution equipment, TRANSMIT infrastructure, and related hardware and software elements.

The project was intended to maintain and enhance NYSTA’s existing traffic management capabilities by improving the Authority’s ability to deliver timely, accurate, and actionable information to motorists. The installed systems supported real-time incident detection, traffic monitoring, traveler information dissemination, and coordination of emergency response activities, thereby reducing incident clearance times and improving corridor reliability and safety. Automated travel-time displays, dynamic messaging, CCTV monitoring, traffic detection devices, and TRANSMIT technology were integrated to provide transportation operators with improved situational awareness and motorists with current roadway conditions.

These systems were operated by the New York State Department of Transportation Region 11 Joint Traffic Management Center (JTMC), which coordinated traffic operations, incident management, and traveler information functions for the region. Through diligent inspection, technical verification, documentation, testing oversight, and coordination with construction and operations stakeholders, KSE helped ensure that the ITS improvements were installed properly, functioned as intended, met contractual requirements, and supported NYSTA’s long-term objectives for safer, more efficient, and more responsive highway operations.
