KS Engineers, P.C. (KSE) was retained by the National Railroad Passenger Corporation, Amtrak, as Prime Consultant to provide in-depth inspection, load rating data collection, condition assessment, and engineering reporting services for the Hell Gate Arch Bridge and Bronx Kill Bridge on Amtrak’s Hell Gate Line in Port Morris, New York. KSE’s services focused on evaluating the structural condition, serviceability, and load-carrying capacity of these critical railroad assets while supporting Amtrak’s continued safe operation of active four-track rail service. The scope included hands-on inspection of primary and secondary structural members, identification of distress, deterioration, section loss, overload indications, undocumented repairs, and potential failure mechanisms, and observation, where practical, of bridge behavior under live train loading, including vibration, deflection, lateral sway, bearing response, and movement at pier supports.
KSE performed close visual inspections of accessible truss pins, floorbeam hanger connections, top and bottom chord elements, eyebar head net sections, decks, slabs, masonry piers, abutments, and other active track-supporting components. Field teams documented observed conditions using photographs, sketches, measurements, and detailed engineering commentary. Conditions with potential to compromise the safe passage of railroad traffic were reported promptly to the Engineer. KSE also obtained detailed measurements of primary steel members supporting active tracks to verify existing plan information, establish actual member geometry, quantify section loss, identify cross-sectional variations, and provide the data necessary for structural load rating. Additional measurements were collected to determine track-to-bridge centerline eccentricity, ballast depth and associated dead load, and applicable superimposed dead loads, including passenger platforms, access roads, utilities, safety walkways, signal equipment, and ancillary appurtenances.
Following field activities, KSE prepared Special Detailed Inspection reports for each structure, presenting inspection findings, condition assessments, recommended corrective actions, estimated quantities, and priorities based on urgency, safety, operational risk, and maintenance needs. The Hell Gate Arch Bridge, located at Milepost 7.29, is a 1,017-foot-long, two-hinged steel arch constructed in 1917 to carry tracks approximately 135 feet above the East River between Queens and Wards Island. The Bronx Kill Bridge, located at Milepost 8.54, is a four-span steel trunnion bascule through-truss structure, also constructed in 1917, carrying tracks approximately 75 feet above the Bronx Kill between Randalls Island and the Bronx. Through this work, KSE provided Amtrak with technically defensible inspection and rating information to evaluate structural capacity, prioritize rehabilitation needs, and support continued safe railroad operations on this historic transportation corridor under demanding access, safety, and operational constraints throughout the active railroad environment.
