Project Description

KS Engineers, P.C. (KSE), serving as the prime consultant, provided comprehensive Resident Engineering Inspection (REI) services for the reconstruction of Pratt Avenue in the Bronx, NY. KSE was responsible for overseeing construction activities, monitoring contractor performance, ensuring compliance with contract documents, coordinating with the New York City Department of Environmental Protection (NYCDEP), the New York City Department of Transportation (NYCDOT), utility companies, contractors, and other stakeholders, reviewing contractor submittals, documenting construction progress, verifying quality control, monitoring schedule adherence, maintaining public safety, and ensuring that all work was completed in accordance with applicable codes, specifications, and project requirements while minimizing disruptions to the surrounding community.

This comprehensive infrastructure improvement project modernized critical underground utilities while significantly enhancing roadway safety, drainage, accessibility, and neighborhood aesthetics throughout several residential corridors in the Bronx. The work included the installation of new 6-inch, 8-inch, and 12-inch water mains, valves, hydrants, and associated appurtenances to improve the reliability and capacity of the area’s water distribution system. Extensive underground utility improvements also included the installation of new combined storm and sanitary sewers ranging from 15 inches to 48 inches in diameter, many constructed on reinforced concrete cradles to provide long-term structural stability and accommodate challenging subsurface conditions. New catch basins, manholes, and chute connections were installed to improve drainage performance and reduce localized flooding.

Surface improvements transformed the affected roadways through full-depth roadway reconstruction, pavement milling and resurfacing, installation of a 6-inch high-early-strength concrete base with a 3-inch asphalt wearing course, and replacement of deteriorated steel-faced concrete curbs. Pedestrian accessibility was substantially improved through construction of new 4-inch and 7-inch sidewalks, ADA-compliant curb ramps, upgraded traffic signals, pavement markings, and modern street lighting. Additional structural improvements included reconstruction of a reinforced concrete retaining wall and a reinforced concrete staircase. Streetscape enhancements incorporated expanded tree pits, removal of deteriorated trees, and installation of new plantings to improve the urban environment. The contract also required extensive coordination with private utility companies to facilitate upgrades to existing utility infrastructure while maintaining uninterrupted service to residents, businesses, and a public school located within the project limits.

Construction was performed along Pratt Avenue, Amundson Avenue, Seton Avenue, Connor Street, Marolla Place, Crawford Avenue, Palmer Avenue, and Boller Avenue, requiring careful maintenance and protection of traffic, pedestrian access, and continuous coordination with local residents, businesses, emergency services, and City agencies throughout every phase of construction. Through proactive inspection, effective stakeholder communication, and rigorous quality assurance, KSE helped deliver a durable, resilient, and modernized infrastructure system that will serve the surrounding community for decades to come.

The exceptional execution of the REI Services for the Reconstruction of Pratt Avenue project was recognized with the prestigious American Council of Engineering Companies of New York (ACEC New York) Silver Award for Engineering Excellence, honoring the project’s outstanding engineering achievement, superior construction quality, and lasting contribution to the safety, resiliency, sustainability, and long-term performance of New York City’s municipal infrastructure.
