Project Description

KS Engineers, P.C. (KSE) provided comprehensive structural, waterfront, civil, and cost estimating services to support the Battery Park City Authority’s evaluation and redevelopment of Wagner Park following the significant damage caused by Superstorm Sandy. Working as part of a multidisciplinary team, KSE helped advance a vision for restoring and modernizing this prominent waterfront destination while enhancing long-term resilience, public access, and operational functionality. KSE was responsible for the design of the foundation system for a proposed new restaurant and dedicated storage facility for BPCA Conservancy equipment, the preliminary structural design of a pedestrian bridge linking Wagner Park to the Pier A restaurant, and the conceptual design of a new dock and gangway providing Hudson River access for recreational boaters. The firm also collaborated closely with the landscape architect to develop improvements along the waterfront, including public open space enhancements, wetlands restoration features, terraced seating areas, retaining structures, and shoreline elements intended to improve both visitor experience and flood protection. In addition, KSE prepared detailed construction cost estimates covering demolition of the existing buildings, construction of the new restaurant and support facilities, installation of the dock and gangway, development of the wetlands area, retaining wall construction, and rehabilitation of existing pedestrian walkways.

As part of the broader assessment and planning effort, KSE, in association with Perkins Eastman, performed a comprehensive Architectural and Engineering Assessment of the Robert F. Wagner Pavilion located within Battery Park City. The evaluation included detailed inspections of the Pavilion’s interior and exterior spaces, rooftop terraces, facade systems, exterior stairways, and a high-level review of the mechanical and electrical infrastructure. The assessment was undertaken to determine the overall condition of the facility, identify structural and non-structural deficiencies, and establish recommendations for future repairs, maintenance, and capital improvements. The surrounding site was also examined, including landscaped lawn areas, public benches, plazas, and pedestrian pathways.

Constructed in 1994 and situated along the park’s northeastern edge, the Robert F. Wagner Pavilion consists of two interconnected structures totaling approximately 5,500 square feet, linked by an elevated rooftop walkway. The northern building accommodates public restroom facilities and maintenance support space, while the southern structure houses a restaurant. Both buildings feature rooftop terraces accessed by masonry stairways. Following its investigation, KSE prepared a comprehensive report documenting existing conditions, evaluating observed deficiencies, outlining potential corrective measures, and providing the Battery Park City Authority with a clear framework for future rehabilitation and resiliency investments and planning strategies.
