Mr. David D. Rupnarain joined KS Engineers, P.C. (KSE) in 2014 and brings over 34 years of progressive experience in land surveying, encompassing a wide range of complex infrastructure and development projects. He is a Licensed Professional Land Surveyor (P.L.S.) in New Jersey, New York, and Pennsylvania, and is a Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers (ASFPM).
Mr. Rupnarain has extensive experience managing and supervising multidisciplinary survey teams performing a comprehensive range of surveying services, including geodetic and primary control surveys, route and topographic surveys, structural and deformation monitoring, cadastral and boundary surveys, bathymetric and riparian surveys, construction layout, right-of-way mapping, and Global Navigation Satellite System (GNSS) surveys. His work supports transportation infrastructure, commercial and industrial developments, residential projects, and complex public works programs.
Throughout his career, Mr. Rupnarain has been responsible for all aspects of survey operations, including project planning, budget management, equipment procurement and utilization, safety compliance, and staff training and development. He is recognized for implementing efficient workflows, maintaining high standards of accuracy and quality, and ensuring adherence to regulatory and client-specific requirements.
Prior to joining KSE, Mr. Rupnarain managed construction quality assurance surveying for the $2 billion New Jersey Turnpike Widening Program, where he oversaw survey control, verification, and coordination activities across multiple contracts and construction phases. His leadership contributed to the successful delivery of one of the region’s most significant transportation infrastructure projects.
Mr. Rupnarain has extensive experience working with major public-sector clients, including the New Jersey Department of Transportation (NJDOT), New York State Department of Transportation (NYSDOT), Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority (MTA) agencies, New York City Department of Transportation (NYCDOT), NJ TRANSIT, and the New York State Thruway Authority, as well as numerous private-sector clients.
His depth of technical expertise, leadership in large-scale survey operations, and commitment to precision and quality make him a key contributor to KSE’s surveying and infrastructure services practice.
