Mr. Harvey P. Moutal serves as Vice President of Business Development for Water and Wastewater Services at KS Engineers, P.C. (KSE), bringing decades of leadership experience in the planning, design, and implementation of complex water infrastructure systems. Since joining KSE in May 2012, he has been responsible for expanding the firm’s presence in the water and wastewater sector and advancing strategic growth initiatives across the New York metropolitan and tri-state regions.
Mr. Moutal’s career is distinguished by his expertise in large-scale infrastructure planning and delivery, with a focus on sewer systems, pump stations, wastewater treatment facilities, and combined sewer overflow (CSO) control programs. He has led multidisciplinary teams in the development and execution of major capital programs, including water quality planning initiatives for New York City, overseeing engineering efforts for projects with a combined value exceeding $2 billion. His work has played a significant role in enhancing system performance, improving environmental outcomes, and ensuring compliance with federal and state regulatory requirements.
Prior to joining KSE, Mr. Moutal held senior leadership positions, including Vice President and Senior Vice President roles at several major engineering firms. In these roles, he was responsible for business development, client engagement, and the delivery of complex infrastructure projects, while also driving innovation in emerging areas of environmental engineering. He was an early leader in integrating climate change considerations into infrastructure planning, including greenhouse gas inventories, resiliency assessments, and sustainable design strategies. His contributions to tunnel planning and infrastructure marketing helped advance industry practices and supported the development of corporate sustainability initiatives on an international scale.
