Mr. Jacob Perlmutter serves as Vice President of Structural Evaluation Services at KSE and is a licensed Professional Engineer with over 30 years of extensive experience in structural inspection, evaluation, and design of transportation and infrastructure assets throughout the tri-state region. His expertise encompasses the management and execution of National Bridge Inspection Standards (NBIS) and biennial bridge inspection programs, as well as detailed condition assessments of buildings and other critical infrastructure facilities.
Mr. Perlmutter has a strong background in both project management and technical execution, having led multidisciplinary teams in the delivery of inspection, rehabilitation, and replacement projects for a wide range of structural systems. His experience includes bridge design and rehabilitation, structural evaluation and load rating, light rail structural design, construction supervision, and resident engineering services. He has also conducted inspections and condition assessments for diverse asset types, including bridges, buildings, airports, and marine structures.
His project portfolio includes work for numerous major public agencies, including the New Jersey Turnpike Authority (NJTA), NJ TRANSIT, New York State Department of Transportation (NYSDOT), Delaware River and Bay Authority (DRBA), Delaware River Port Authority (DRPA), and the Port Authority of New York and New Jersey (PANYNJ). In these roles, he has supported large-scale capital programs, ensuring compliance with federal and state inspection requirements, maintaining asset integrity, and informing maintenance and rehabilitation strategies.
In addition to his technical expertise, Mr. Perlmutter is recognized for his leadership in managing complex inspection and design programs, coordinating stakeholders, and maintaining rigorous standards for safety, quality, and regulatory compliance. His ability to integrate field data, engineering analysis, and practical design solutions has made him a trusted advisor to clients and a key contributor to KSE’s structural engineering practice.
