Mr. Michael Tolliver serves as Vice President of Business Development and Program/Construction Management (PM/CM) at KS Engineers, P.C. (KSE), bringing over 35 years of extensive experience in strategic marketing, business development, and client engagement within the architecture, engineering, and construction (A/E/C) industry. Since joining KSE in 2023, he has been responsible for driving growth initiatives, expanding market presence, and strengthening client relationships across the Northeast region.
In this role, Mr. Tolliver collaborates closely with executive leadership to develop and implement strategic business development plans aligned with corporate objectives, revenue targets, and long-term growth strategies. He leads pursuit efforts, manages client engagement processes, and supports program and construction management initiatives, ensuring alignment between business development activities and project execution capabilities.
Mr. Tolliver’s expertise encompasses corporate communications, branding, public relations, and talent acquisition, enabling him to position organizations effectively in competitive markets. He has a proven track record of building and leading high-performing, cross-functional teams, coordinating internal resources and external partners to successfully deliver complex infrastructure and capital programs. His ability to cultivate and maintain relationships with public agencies, private clients, and industry stakeholders has been instrumental in securing major project opportunities throughout the region.
He is also a strong advocate for Corporate Social Responsibility (CSR), actively supporting initiatives that promote equitable participation of small and disadvantaged business enterprises in the A/E/C industry. His involvement spans local, state, and federal levels, contributing to policy discussions, outreach efforts, and inclusive procurement practices.
Mr. Tolliver is actively engaged in numerous professional and industry organizations, including the Construction Management Association of America (CMAA), where he serves as Immediate Past President, the New York Building Congress (NYBC), the Metropolitan Railway Club of New York (Met Rail), the American Council of Engineering Companies (ACEC), the Conference of Minority Transportation Officials (COMTO), the Society of American Military Engineers (SAME), the Women Builders Council (WBC), and the Transportation Research Forum (TRF).
