Mr. Rashid Shariff serves as Vice President and Branch Manager of KSE’s Newburgh, New York office and is a licensed Professional Engineer in the State of New York with over 40 years of extensive experience in construction management and infrastructure project delivery. His expertise spans a wide range of disciplines, including transportation infrastructure, utilities, geotechnical and structural systems, drainage, and environmental projects.
Mr. Shariff brings over three decades of experience with the New York State Department of Transportation (NYSDOT), where he held multiple senior roles, including Quality Assurance Manager, Construction Supervisor, Engineer-in-Charge (EIC), Construction Liaison, Traffic Engineer, and Contract Administrator. His comprehensive background encompasses all aspects of construction management, including project administration, scheduling (Primavera P6), cost control, document management, risk assessment and mitigation, claims avoidance and dispute resolution, and implementation of health, safety, and environmental compliance programs.
In his role as Quality Assurance Manager and Construction Supervisor for NYSDOT Region 8, Mr. Shariff was responsible for overseeing quality assurance operations for multiple high-value Design-Build contracts, collectively exceeding $160 million. These projects included the rehabilitation and replacement of 27 critical bridge structures over water across five counties. He directed QA processes, ensured compliance with NYSDOT specifications and Design-Build requirements, and coordinated with contractors, designers, and stakeholders to maintain quality, schedule, and budget objectives.
As Engineer-in-Charge, Mr. Shariff successfully managed the construction of numerous complex projects of varying size and scope. His portfolio includes the delivery of innovative bridge structures, major highway reconstruction projects on high-speed, high-volume corridors, and projects requiring complex staging and maintenance of traffic (MOT) plans. He has also managed projects in densely developed commercial areas requiring extensive public outreach and stakeholder coordination, as well as environmentally sensitive projects requiring strict regulatory compliance.
At KSE, Mr. Shariff provides leadership and oversight for construction management and inspection services in the Hudson Valley region, supporting project delivery, client engagement, and operational performance. His proven ability to manage multidisciplinary teams, navigate complex project constraints, and deliver high-quality infrastructure solutions has made him a trusted leader in the industry.
Mr. Shariff holds a Bachelor of Science in Civil Engineering from NED University in Pakistan and a Master of Science in Civil Engineering from the State University of New York at Buffalo. His leadership, technical expertise, and commitment to excellence consistently contribute to the successful delivery of complex infrastructure projects.
