Mr. Richard (Ricky) Burrell, P.E., serves as Philadelphia Branch Manager at KS Engineers, P.C. (KSE), where he oversees regional business operations, project delivery, and strategic growth initiatives for the firm’s Philadelphia office. Since joining KSE in 2015 and advancing into his current leadership role in 2022, he has played a key role in expanding the firm’s presence and capabilities in the Pennsylvania market.
Mr. Burrell brings over 17 years of diverse experience in civil and transportation engineering, with technical expertise spanning highway design, traffic control and maintenance of traffic (MOT), pavement design, signing and pavement markings, drainage and stormwater management, green stormwater infrastructure (GSI), erosion and sediment control, site grading, utility design, demolition, permitting, and project management. His comprehensive understanding of project delivery enables him to lead multidisciplinary teams through all phases of design and construction, consistently delivering innovative, cost-effective solutions that meet client objectives, schedules, and budgets.
He has contributed to and led several high-profile, complex infrastructure projects, including full reconstruction assignments for the Pennsylvania Department of Transportation (PennDOT) in Districts 5-0 and 6-0, as well as projects for the Pennsylvania Turnpike Commission. In addition, Mr. Burrell has managed numerous projects within the City of Philadelphia, delivering infrastructure improvements that enhance mobility, safety, and community development.
Mr. Burrell also serves as a gubernatorial appointee to the Pennsylvania Department of Environmental Protection (PADEP) Small Business Compliance Advisory Committee. In this role, he provides guidance on environmental regulations and programs, ensuring that policies are effectively communicated and consider the impacts on small businesses, with an emphasis on clarity, accessibility, and practical implementation.
He holds both a Bachelor of Science and a Master of Science in Civil Engineering from Drexel University and is a licensed Professional Engineer. Mr. Burrell’s technical expertise, leadership capabilities, and commitment to quality and community-focused infrastructure solutions position him as a key contributor to KSE’s continued success in the Philadelphia region.
