KS Engineers, P.C. (KSE) provided construction inspection services for the reconstruction and modernization of the New Jersey Turnpike Interchange 1 toll plaza, located at approximately Milepost 2.2. KSE’s responsibilities included field inspection, quality verification, construction documentation, coordination with project stakeholders, and monitoring of roadway, tolling, building, traffic control, and site improvement activities. The firm inspected construction operations to verify compliance with approved plans, specifications, contract requirements, applicable codes, and New Jersey Turnpike Authority standards. KSE also documented daily work progress, reviewed materials and installed quantities, monitored construction sequencing, and supported resolution of field conditions to help maintain safety, quality, schedule, and traffic operations throughout construction.
A major component of KSE’s inspection effort involved construction of a temporary four-lane detour roadway around the proposed toll plaza. This detour was essential to maintaining continuous traffic flow through Interchange 1 while allowing construction of the new toll facility to proceed without significantly impeding motorists entering New Jersey from the Delaware Memorial Bridge, the State of Delaware, and points south. KSE inspected earthwork, pavement construction, traffic control devices, signage, striping, drainage, and related temporary roadway features to ensure safe and effective operation during staged construction.
KSE also inspected construction of a new two-level, state-of-the-art toll plaza designed to serve as a gateway to New Jersey. The facility included a new toll plaza building, E-ZPass lanes, exact-change lanes, staffed toll collection lanes, and travel service amenities. Building-related inspection activities included observation of heating, ventilation, and air conditioning systems; mechanical, electrical, and plumbing installations; architectural finishes; miscellaneous building trades; and elevator installations required for ADA accessibility. KSE verified that tolling infrastructure, roadway approaches, lane configurations, and building systems were installed in accordance with project requirements and operational needs.
Following completion of the new facility, the project included complete removal of the existing toll plaza and toll building, as well as reconstruction of the mainline roadway to restore its intended functional capacity. KSE inspected demolition activities, roadway reconstruction, concrete pavement placement, concrete curb installation, asphalt paving, pavement markings, traffic signage, drainage adjustments, and interior building components. Through its construction inspection and documentation services, KSE supported successful delivery of a modern toll facility that improved traffic operations, enhanced customer service, accommodated electronic and staffed toll collection, maintained accessibility, and reinforced Interchange 1 as a prominent transportation gateway into New Jersey.
