KS Engineers, P.C. (KSE) provided construction management support services for the Fulton Street Transit Center (FSTC) project, one of the most significant transportation infrastructure improvements undertaken in Lower Manhattan. KSE’s responsibilities included construction inspection, document control, progress monitoring, quality assurance support, and coordination of construction activities associated with the implementation of this large-scale transit redevelopment program. The firm maintained and managed project records, inspection reports, correspondence, submittals, field documentation, and other critical project information necessary to support effective project administration and regulatory compliance. KSE’s field personnel monitored contractor operations, documented construction progress, verified conformance with contract requirements, and assisted in identifying and resolving issues encountered during construction. Working within an active transit environment, KSE coordinated closely with project stakeholders to support safe construction practices, maintain operational continuity, and facilitate timely completion of project milestones.
The project was undertaken by the Metropolitan Transportation Authority (MTA) and MTA Capital Construction to improve transit connectivity, accessibility, and passenger circulation within Lower Manhattan. Located in the vicinity of Fulton Street and Broadway, the Fulton Street Transit Center was developed as a major transportation hub integrating multiple existing subway facilities into a more cohesive and efficient passenger network. The project incorporated and connected six existing subway stations, including Fulton Street, Broadway-Nassau Street, Chambers Street–World Trade Center, and Cortlandt Street facilities, creating a unified transit complex designed to improve movement throughout one of New York City’s busiest transportation districts.
A primary objective of the project was to enhance access to and connectivity among twelve subway lines serving hundreds of thousands of daily commuters, residents, workers, and visitors. The transit center was also designed to strengthen connections between New York City Transit services, the Port Authority Trans-Hudson (PATH) system, and the World Trade Center site, providing a more seamless and integrated regional transportation experience. The project included substantial improvements to station circulation, passenger wayfinding, accessibility, and overall functionality while modernizing existing transit infrastructure within a dense urban environment.
Because construction occurred within and adjacent to active subway facilities, careful coordination was required to maintain uninterrupted transit operations while advancing multiple construction phases. Portions of the new station complex were opened to commuters as construction progressed, requiring continuous monitoring and coordination among contractors, transit agencies, and project stakeholders. Through its construction management, inspection, and document control services, KSE contributed to the successful implementation of a transformative transportation project that enhanced mobility, improved passenger experience, increased system connectivity, and supported the ongoing revitalization of Lower Manhattan as a major commercial, residential, and transportation destination.
