Project Description

KS Engineers, P.C. (KSE) provided comprehensive construction inspection services for a major highway rehabilitation and bridge improvement project along Interstate 287. KSE’s responsibilities included inspection, documentation, quality assurance, and verification of construction activities associated with roadway reconstruction, bridge replacement and rehabilitation, utility relocation, traffic management, and Intelligent Transportation System (ITS) infrastructure improvements. Field personnel monitored contractor operations, verified compliance with contract plans and specifications, documented installed quantities, observed testing procedures, and ensured that materials, workmanship, and construction methods met applicable standards and project requirements. KSE coordinated inspection activities across multiple work zones and construction disciplines to support safe, efficient, and timely project delivery while maintaining traffic operations on a heavily traveled interstate corridor.

The project involved rehabilitation of approximately 2.9 kilometers of I-287 mainline pavement as well as the replacement of nine bridges, rehabilitation of one bridge, and removal of one existing bridge structure. KSE inspected all phases of roadway and structural construction, including earthwork, demolition, foundation activities, utility installations, pavement operations, and traffic control measures. Inspection services also encompassed monitoring of environmental compliance requirements, safety procedures, and maintenance and protection of traffic operations necessary to minimize impacts on the traveling public during construction.

Roadway rehabilitation work included milling and removal of existing asphalt overlays, cracking and seating of deteriorated concrete pavement slabs, and placement of new asphalt overlay systems designed to improve ride quality, pavement performance, and long-term durability. KSE inspected pavement preparation activities, material placement, compaction operations, and finished surface tolerances to verify compliance with project specifications. Additional roadway improvements included installation of noise barriers along both sides of Interstate 287 where warranted to mitigate traffic-related noise impacts on adjacent communities.

The project also required significant rock excavation and controlled blasting operations to accommodate construction of an expanded acceleration lane and a new frontage road. KSE monitored blasting-related activities and associated construction operations to ensure adherence to approved procedures and safety requirements. Extensive utility relocation work was performed throughout the corridor to accommodate roadway and bridge improvements, requiring coordination among contractors, utility owners, and project stakeholders.

In addition, the project incorporated Intelligent Transportation System enhancements designed to improve traffic monitoring and operational efficiency. These improvements included installation of vehicle detection equipment, closed-circuit television cameras, communications infrastructure, and related ITS components. KSE inspected installation and integration activities associated with these systems to verify functionality and compliance with project requirements. Through diligent construction inspection and coordination services, KSE supported the successful execution of a complex transportation improvement project that enhanced roadway capacity, safety, structural reliability, and long-term operational performance along the Interstate 287 corridor.
