KS Engineers, P.C. (KSE) provided Site Safety Inspection, Construction Inspection, Construction Management, and Site Supervision services for a major interior renovation and preservation project at the Bronx Civil Supreme Courthouse in New York City. KSE’s responsibilities included monitoring contractor operations, evaluating compliance with safety regulations and construction requirements, documenting construction progress, coordinating project activities, and ensuring that renovation work was performed in accordance with contract documents, regulatory requirements, and preservation guidelines governing historic structures. As construction progressed, KSE continuously observed contractor activities and work practices throughout the project. Any unsafe conditions, noncompliant procedures, or violations of applicable regulations identified during inspections were promptly documented, communicated to responsible parties, and corrected in a timely manner, helping maintain a safe work environment for construction personnel, courthouse staff, and the public. KSE also coordinated daily work activities with the Owner, monitored implementation of protective measures, and provided construction management and site supervision services associated with the Courthouse Annex Roof Replacement component of the overall program.
The project involved the comprehensive interior renovation of the existing Bronx Civil Supreme Courthouse, a historically significant structure listed on the National Register of Historic Places and designated as a New York City Landmark. Because of the building’s architectural and historical importance, all renovation, restoration, and preservation activities were required to maintain the integrity of the original structure while complying with the requirements and restrictions established by applicable preservation authorities. The approximately $17 million project was anticipated to span four years and required extensive planning, coordination, and phased execution to accommodate ongoing courthouse operations throughout construction.
Construction Management services were implemented through multiple phases and executed under three separate contracts consisting of the Design Phase, Construction Phase, and General Conditions Works Phase. Because the courthouse remained fully operational during renovation activities, careful sequencing and phasing of construction work were essential to minimize disruption to court functions, maintain public access, and ensure occupant safety. The design consultant developed construction documents incorporating phased construction methodologies, including potential horizontal, vertical, floor-by-floor, area-specific, or quadrant-based approaches. KSE supported coordination efforts associated with these phased implementation strategies and monitored construction activities to ensure adherence to approved sequencing plans.
The project also required close coordination with concurrent modernization and infrastructure improvement initiatives being undertaken by the Department of Citywide Administrative Services (DCAS), including elevator modernization, mechanical, electrical, and plumbing system upgrades, and related building infrastructure improvements. Through comprehensive inspection, safety oversight, construction management, and coordination services, KSE contributed to the successful execution of a complex historic renovation project while maintaining operational continuity, protecting significant architectural features, and supporting the long-term functionality and preservation of this important civic facility.
