Project Description

KS Engineers, P.C. (KSE) provided resident engineering inspection services for a federally funded urban infrastructure reconstruction project involving roadway, utility, drainage, streetscape, and traffic improvements in lower Manhattan, New York City. Acting as the owner’s on-site representative, KSE monitored construction activities, verified compliance with contract plans and specifications, coordinated with contractors and utility companies, documented project progress, and ensured adherence to applicable federal, state, and local regulations governing construction funded through public infrastructure programs. KSE’s responsibilities included inspection of water main construction, sewer installation and rehabilitation, catch basin and chute connection construction, utility relocation and replacement, roadway reconstruction, installation of new curbs and sidewalks, street lighting and traffic signal improvements, and landscape restoration. The project required extensive knowledge of federal and state regulatory requirements, construction standards, and utility coordination procedures associated with work in a dense urban environment.

Throughout construction, KSE monitored excavation activities, trench support systems, utility installations, pavement reconstruction operations, and restoration work to ensure quality, safety, and compliance with approved construction methods. Inspection efforts included verification of materials, dimensions, testing procedures, and installation techniques associated with underground infrastructure and surface improvements. The project utilized a joint bidding approach that incorporated private utility replacement work within the overall construction contract, requiring extensive coordination among public agencies, private utility owners, contractors, and project stakeholders. Portions of the project were located in close proximity to New York City Transit Authority facilities, and KSE coordinated inspection activities associated with work adjacent to transit infrastructure. Where construction occurred near NYCTA facilities, contractor means and methods were subject to NYCTA review and oversight to ensure protection of existing transit assets and uninterrupted transit operations.

Major construction activities included roadway reconstruction utilizing granite block pavement installed on a one-inch-thick mortar setting bed over an eight-inch-thick concrete base. Pedestrian improvements included installation of new four-inch and seven-inch pigmented concrete sidewalks and new granite curbs. Utility improvements included construction of new fifteen-inch extra-strength vitrified pipe combined sewers installed on concrete cradles, installation of new twelve-inch ductile iron water mains, construction of new sewer manholes, and rehabilitation of existing brick sewers using the gunite method. Additional work included installation of street lighting systems, traffic regulatory signage, pavement markings, and associated roadway appurtenances. Existing granite sidewalks were preserved where feasible, and sidewalk areas located above subsurface street vaults were excluded from the contract limits. The project encompassed improvements along Harrison Street between West Street and Hudson Street, Leonard Street between Hudson Street and West Broadway, and Greenwich Street between Canal Street and Hubert Street, enhancing infrastructure reliability, safety, and long-term serviceability.
