Project Description

KS Engineers, P.C. (KSE) provided resident engineering inspection services for a major water infrastructure improvement project involving the installation of new water distribution and trunk water mains, utility coordination, roadway restoration, and associated underground infrastructure upgrades in lower Manhattan, New York City. Acting as the owner’s on-site representative, KSE monitored construction activities, verified compliance with contract documents, coordinated with contractors and utility companies, documented field operations, and ensured that all work was performed in accordance with project specifications, applicable regulations, and quality standards. KSE’s responsibilities included inspection of water main installation, utility relocation activities, support and protection of existing facilities, restoration work, and coordination with multiple stakeholders operating within a highly congested urban environment containing extensive underground infrastructure.

The project involved installation of new 12-inch and 20-inch water distribution mains along Lafayette Street, Astor Place, Cooper Place, Cooper Square, East 9th Street, East 4th Street, and the Bowery. In addition, new 30-inch, 36-inch, and 48-inch steel trunk water mains were constructed to provide an interconnection between Shaft 31B of City Tunnel No. 2 at East 4th Street and Shaft 19 of City Tunnel No. 1 at Cooper Square. The project also included installation of new 24-inch ductile iron pipe connecting regulator valves to the newly constructed trunk water mains. KSE inspected excavation activities, pipe placement, joint installation, testing procedures, and restoration operations to verify compliance with project requirements and maintain system integrity throughout construction.

Additional infrastructure improvements included installation of new butterfly valves, valve chambers, connection chambers, blowoff valves, flowmeters with associated chambers, and access manholes designed to facilitate operation, maintenance, and monitoring of the water distribution system. Modifications within Shaft 19 included installation of new 30-inch butterfly valves, wall penetration sleeves, insulated flange joints, and related structural and mechanical improvements. KSE monitored these activities to ensure proper integration with existing facilities and compliance with design requirements.

A particularly challenging component of the project involved installation of a section of the new 36-inch steel trunk water main on an existing subway roof structure at Broadway. Because construction activities occurred in close proximity to active New York City Transit Authority facilities, the contractor’s means and methods were subject to NYCTA review and coordination. Following completion of underground construction, roadways were restored through either full-width reconstruction or trench restoration, depending on excavation limits. Disturbed sidewalks, curbs, and related streetscape elements were also replaced. Through diligent inspection and coordination services, KSE helped ensure successful project delivery while maintaining public safety, utility reliability, and uninterrupted transportation operations.
