Project Description

KS Engineers, P.C. (KSE) provided comprehensive surveying, aerial mapping, photogrammetry, and laser scanning services in support of a systemwide infrastructure improvement program for the Southeastern Pennsylvania Transportation Authority (SEPTA) Railroad network. The assignment encompassed approximately 130 miles of active railroad right-of-way and required the development of highly accurate geospatial data to support engineering design, asset management, and implementation of a Positive Train Control (PTC) system. KSE’s scope included establishment of base survey control, acquisition and processing of low- and high-altitude aerial photogrammetric mapping, production of orthophotography, and collection of high-definition Light Detection and Ranging (LiDAR) data within tunnel environments and along railroad corridors. Mapping coverage extended across an 1,800-foot-wide corridor centered on the railroad right-of-way and was developed to support engineering design plans at a scale of one inch equals twenty feet.

To establish a reliable geospatial framework for the project, KSE developed a systemwide horizontal and vertical Global Positioning System (GPS) control network utilizing static GPS observation techniques, First Order Geodetic Monuments, and the National Geodetic Survey’s Continuously Operating Reference Station (CORS) network. This control network provided the positional accuracy required to support large-scale mapping and engineering design activities across the SEPTA system. KSE located and surveyed approximately 430 aerial photo control points strategically distributed throughout the project limits to ensure accurate photogrammetric processing and seamless integration of mapping products. In areas where satellite-based positioning was limited or unavailable, particularly within tunnel environments, KSE established conventional horizontal and vertical survey control networks to support detailed mapping and scanning operations.

As part of the data acquisition effort, KSE utilized high-definition high-rail laser scanning technology to capture dense LiDAR point clouds and generate detailed three-dimensional representations of tunnels, track infrastructure, and associated railroad facilities. The resulting geospatial database included highly accurate terrain models, orthophotography, aerial mapping, and LiDAR-derived imagery capable of supporting engineering analysis, design development, and future infrastructure management needs. The comprehensive mapping platform created through this effort serves as the foundation for the design and implementation of SEPTA’s Positive Train Control system. The PTC system is an advanced safety technology designed to monitor train operations continuously and automatically intervene when unsafe operating conditions are detected. By automatically initiating braking actions when necessary, the system helps prevent train-to-train collisions, overspeed incidents, and other operational hazards. Through the integration of advanced surveying, photogrammetry, GPS control, and laser scanning technologies, KSE delivered a high-accuracy geospatial framework essential to enhancing railroad safety, operational reliability, and long-term transportation infrastructure management throughout the SEPTA rail network.
