Project Description

KS Engineers, P.C. (KSE) was retained by NYNJ Link Developer LLC, the private development entity responsible for delivery of the Goethals Bridge Replacement Public-Private Partnership (PPP) project, to serve as the lead consultant providing independent Construction Quality Assurance (QA) and Construction Engineering and Inspection (CEI) services.

The Goethals Bridge Replacement represents the Port Authority of New York and New Jersey’s first major bridge replacement undertaken in more than eighty years and stands as the first surface transportation PPP project delivered in the Northeastern United States. Executed under a $1.5 billion, forty-year design-build-finance-maintain agreement, the project involves replacement of the existing Goethals Bridge and associated approach roadways with a new alignment featuring a modern cable-stayed structure spanning the Arthur Kill south of the original crossing. The new bridge accommodates six twelve-foot-wide travel lanes, with three lanes in each direction, complemented by twelve-foot-wide outer shoulders and five-foot-wide inner shoulders on both roadways. The facility also includes a ten-foot-wide shared-use sidewalk and bikeway along the northern edge of the New Jersey-bound roadway, as well as a centrally reserved corridor between the eastbound and westbound bridge decks designed to support future transit expansion. Advanced intelligent transportation technologies were incorporated into the project, including a Roadway Weather Information System capable of monitoring and reporting environmental conditions such as wind speed, visibility, and pavement temperature, and a Traffic Detection System utilizing embedded roadway sensors to provide real-time traffic monitoring, congestion alerts, and incident response support.

In its role as the independent CEI and QA consultant, KSE developed and implemented the project’s Construction Quality Assurance Manual, established comprehensive QA audit procedures and inspection checklists, and deployed a fully electronic inspection and records management platform utilizing Microsoft SharePoint. KSE performed independent quality assurance inspections for all major construction activities and contractual hold points, conducted material testing to verify compliance with the Design-Builder’s Quality Control Program, and provided off-site fabrication inspections to audit manufacturing and production processes. Additional responsibilities included limited field surveying and underwater inspections to verify construction quality, issuance and management of Non-Conformance Reports and Corrective Action Plans when required, and maintenance of critical project documentation, including submittal logs, requests for information logs, shop drawing tracking records, and material certification registers, ensuring complete traceability, regulatory compliance, and timely resolution of technical issues. Through these services, KSE provided objective oversight, strengthened quality management processes, and supported successful delivery of this landmark transportation infrastructure program for the Port Authority.
