Project Description

KS Engineers, P.C. (KSE) served as Lead Designer for this Design-Build project for MTA Bridges and Tunnels (MTA TBTA), providing final design, post-design services, survey, structural engineering, civil engineering, roadway design, traffic engineering, Maintenance and Protection of Traffic (MPT) design, and construction support services. KSE’s responsibilities included preparation of contract plans and technical details, topographic survey and base mapping using terrestrial 3D scanning and total station survey, structural rehabilitation and replacement design, roadway and intersection improvements, utility coordination, traffic signal modifications, staged construction plans, and engineering support during construction. The bridge and roadway improvements were designed in accordance with applicable NYSDOT and TBTA standards, including seismic design requirements. 

The project involved the rehabilitation of Rockaway Point Boulevard and the Jacob Riis Pedestrian Overpass Bridge at the Marine Parkway-Gil Hodges Memorial Bridge, along with improvements to the on-grade ramps and roadways leading to and from the Rockaway Point Boulevard Overpass and the Marine Parkway Bridge. The assignment also included redesign of the Rockaway Point Boulevard/Beach 169th Street intersection and modifications to the existing traffic signal to improve safety, operations, and constructability within a constrained coastal transportation corridor. 

Structural improvements included construction of a new reinforced concrete bridge deck with an integral wearing surface supported by seven galvanized steel girders for each span. The work also included new pedestals and bearings, elimination of expansion joints at the abutments and piers, construction of approach slabs and sleeper slabs, installation of a new concrete median barrier, and construction of new concrete fascia barriers with architectural enhancements. Concrete spall and crack repairs were also completed at the existing abutments and piers to extend the service life of the structure and improve long-term durability. 

Roadway improvements included pavement reconstruction and repairs, milling and resurfacing of asphalt wearing courses, replacement of concrete pavement, curb reconstruction, replacement of barrier curb with mountable curb, new pavement markings, replacement of substandard and damaged guiderail, and installation of current guiderail end treatments. The project also included installation of a dry water main across Beach 169th Street. To maintain traffic and public access during construction, KSE developed multi-stage MPT plans for the temporary bridge, permanent bridge, intersection realignment, and reconstruction of the concrete ramps. 

Through integrated design-build collaboration, KSE helped deliver a resilient, safer, and more functional transportation facility serving motorists, pedestrians, and bridge users in the Rockaway Peninsula. 

The project’s engineering excellence, design innovation, and successful delivery were recognized with two prestigious honors: the American Council of Engineering Companies of New Jersey (ACEC NJ) Award for Engineering Excellence and the American Council of Engineering Companies of New York (ACEC NY) Platinum Award for Engineering Excellence.
