Project Description

KS Engineers, P.C. (KSE) provided comprehensive Resident Engineering Inspection (REI) services for the Robinson Avenue Area Infrastructure Improvements project in Staten Island, New York. Acting as the owner’s on-site representative throughout construction, KSE was responsible for construction inspection, quality assurance, contractor coordination, schedule monitoring, documentation, utility coordination, verification of compliance with contract plans and specifications, maintenance of traffic oversight, and resolution of field issues. KSE worked closely with the New York City Department of Design and Construction (NYCDDC), contractors, utility companies, and other project stakeholders to ensure the successful delivery of this large-scale infrastructure improvement project while maintaining public safety and minimizing disruptions to the surrounding community. 

 The project was undertaken to modernize aging underground infrastructure, improve water distribution, enhance stormwater management, and eliminate chronic flooding throughout approximately 95 acres in the southeastern portion of Staten Island near Great Kills Park. Serving a well-established residential neighborhood, the project significantly upgraded critical water, sanitary sewer, and storm drainage systems to improve public health, environmental resiliency, and long-term infrastructure reliability. 

 Construction included installation of approximately 21,000 linear feet of sanitary and storm sewers, replacement of approximately 15,000 linear feet of aging 8-inch and 12-inch unlined cast iron water mains with modern water distribution piping, and installation of approximately 43,000 linear feet of continuous flight auger piles to support the new underground infrastructure in challenging subsurface conditions. Additional work included installation of sanitary sewer house connections, storm sewer outfalls, nine new stormwater chambers, catch basins, storm and sanitary sewer manholes, and associated utility appurtenances. 

 The project incorporated a variety of specialized underground structures and utility systems, including 10-inch and 24-inch ductile iron water mains, 24-inch through 54-inch storm sewers, 30-inch by 19-inch elliptical storm sewers, 10-inch ESVP sanitary sewers, and reinforced concrete box culverts ranging from 4.5 feet by 3 feet to 7.5 feet by 3 feet. A key feature of the project was the construction of Storm Chambers No. 10 and No. 11, equipped with flap gates that prevent tidal seawater from entering the storm drainage system during high tides and coastal storm events. These improvements substantially reduced flooding risks while increasing the resilience of the neighborhood’s drainage infrastructure. 

 Throughout construction, KSE maintained rigorous inspection procedures, coordinated utility relocations and staged construction activities, verified material quality and workmanship, and ensured that construction progressed safely, efficiently, and in accordance with all project requirements. The completed improvements significantly enhanced water service reliability, increased stormwater conveyance capacity, reduced flooding, and modernized critical underground infrastructure serving the Robinson Avenue community. 

 The project’s outstanding engineering, construction management, and contribution to resilient public infrastructure were recognized with the American Council of Engineering Companies of New York (ACEC NY) Gold Award for Engineering Excellence.
