KS Engineers, P.C. (KSE) provided comprehensive surveying, mapping, utility engineering, engineering support, and force account coordination services for the MTA Long Island Rail Road (LIRR) Main Line Expansion Program. KSE supported the development of the preliminary (30%) design, environmental documentation, and Design-Build procurement documents by delivering precise geospatial information and utility coordination services across approximately 10 miles of active railroad corridor extending from Floral Park Station to Divide Interlocking in Hicksville, New York. Survey services included aerial mapping, field surveys, advanced 3D laser scanning, topographic and planimetric surveys, property boundary and right-of-way surveys, easement and acquisition mapping, and electric substation surveys, providing the comprehensive base mapping required for design development. KSE also provided extensive civil engineering support through utility discovery, investigation, mapping, and coordination with public and private utility owners. The team initiated and managed coordination with seventeen utility companies, obtaining record information, developing comprehensive utility base maps, identifying potential conflicts with proposed infrastructure improvements, and facilitating a series of technical coordination meetings to verify utility impacts within the accelerated project schedule. KSE further prepared the utility sections of the Environmental Impact Statement technical memoranda and developed the utility technical specifications incorporated into the Design-Build procurement documents. Through advanced surveying technologies, rigorous quality assurance procedures, multidisciplinary coordination, and proactive stakeholder engagement, KSE delivered accurate engineering data and utility information that reduced design uncertainty, minimized utility conflicts, supported environmental compliance, and established a reliable technical foundation for one of the region’s most significant transportation infrastructure initiatives.
The project involved the development of preliminary engineering, environmental documentation, and Design-Build tender documents for the Long Island Rail Road Main Line Expansion Program, a transformative infrastructure initiative designed to improve capacity, reliability, and operational flexibility along one of the busiest commuter rail corridors in the United States. The program included construction of a third mainline track, elimination of seven at-grade crossings, widening of seven bridge crossings, station and platform modernization, retaining and sound wall construction, utility relocations, and numerous supporting infrastructure improvements between Floral Park and Hicksville in Nassau County. Successful delivery required comprehensive documentation of existing conditions, extensive utility coordination, and close collaboration among designers, utility owners, regulatory agencies, and railroad stakeholders within a compressed project schedule. KSE’s surveying, mapping, engineering support, and utility coordination services provided the critical technical foundation necessary to advance design, support environmental approvals, facilitate Design-Build procurement, reduce project risk, and enable the successful implementation of one of the largest commuter rail expansion projects undertaken by the MTA Long Island Rail Road.
