Project Description

The Long Island Rail Road (LIRR) Department of Program Management required the services of a General Engineering Consultant (GEC) for Inspection Services for Long Island City Yard Construction Package 3A. LIRR’s Long Island City storage yard is located in western Queens, east of Second Street, west of Vernon Boulevard, and South of Borden Avenue, and serves a critical role by providing a location to store LIRR train equipment and undertake inspections, repairs, maintenance, and cleaning for the LIRR Fleet.

KS Engineers, P.C. (KSE) is providing Construction Management and Inspection Services, reporting to and acting under the direction of the designated LIRR Project Manager (PM) and Resident Engineer (RE). KSE provides oversight and inspection of the contractor’s daily work, and verifies conformance with contract drawings, specifications, and relevant contract documents. KSE acts as the on-site representative with respect to enforcing the daily coordination, quality of work, inspection, testing requirements, LIRR design guidelines, construction requirements, current industry practices, and federal regulations.

Long Island City Yard construction elements consist of the following:

  • Station Improvements (Station Buildings, Platforms, Canopies, Waiting Rooms, Elevator/Escalators, Parking, etc.);
  • Shop Reconfigurations (Upgrading of Shop Equipment, Reconfiguration of Existing Shops, New Storage Facilities, and Supporting Systems);
  • New Yard Construction (Track and Switches, Traction Power Systems, Entering Signals, Car Cleaning Structures, Drainage and Plumbing, Yard Lighting and Communications, etc.);
  • Facilities (Employee Facilities, Building and Life-Safety Systems);
  • Soil Remediation, including installation of steel sheeting, replacement of contaminated soil and restoration of Tracks 9 and 10, installation of a fuel interlock for Tracks 7 and 8, and fuel piping replacement;
  • Amtrak East River tunnels passing underneath the yard; and
  • A New Flood Wall and Flood Gates around the yard.
