KS Engineers, P.C. (KSE) was retained by the New Jersey Turnpike Authority to provide condition inspections The purpose of this inspection program was to identify, categorize, and document deficiencies at each sign structure and high mast light pole for incorporation into their capital programs. As Prime Consultant for this project we assigned our teams (including our subconsultant) a list of signs and hmlp to inspect and submit reports. We monitored and reviewed the subconsultant’s work in the field, their work in the office and their submissions of reports, schedules and invoices prior to any submission to the Authority.
The 134 sign structures and 84 high mast light poles under this contract received the inspection as outlined in the NJTA Sign Structure Inspection Manual and as directed. The sign structures required numerous lane and shoulder closings as well as night time inspections utilizing “barrel” closures (express/local roadways). Specific preapproved high mast light poles were inspected using a drone for video and photo observation of the tower and light supports. D-Meter readings were taken at each hmlp base to determine remaining thickness. One HMLP with severe deterioration was removed immediately during the inspection.
For future planning and maintenance needs, the inspection report categorized deficiencies and conditions from A through E (Emergency, Contract, Deck Work, Maintenance, or Monitor).
The results of this inspection program are being used by the Authority for planning and prioritizing future maintenance requirements and the development of repair programs (to be carried out by Maintenance Forces, Roadway Personnel, or Contract Work).
