KS Engineers, P.C. (KSE) provided comprehensive construction management and inspection services for Essex County in connection with the delivery of a new six-level parking deck at the Hall of Records. The completed facility provided capacity for 972 vehicles and was constructed while retaining a portion of the existing surface parking lot and creating a new entrance to support continued site access and circulation. KSE supported the County through construction oversight, field inspection, contract administration, schedule coordination, document control, quality verification, cost review, and closeout services, helping ensure the project was delivered in accordance with approved plans, specifications, and County requirements.
KSE administered the construction phase by reviewing and approving contractor submittals and shop drawings, coordinating responses to requests for information, evaluating payment applications, facilitating progress meetings, and monitoring the contractor’s schedule and performance. The team reviewed change order requests, evaluated entitlement and cost impacts, and provided recommendations to support informed County decision-making. KSE maintained close coordination among the County, architect, contractor, specialty consultants, and field personnel to resolve construction issues, document progress, and maintain alignment with project objectives. This hands-on management approach supported timely communication, effective risk mitigation, and consistent quality control throughout construction.
The project included installation of geo-piles for foundation support, construction of new underground utility infrastructure, sidewalk replacement, asphalt pavement reconstruction, and installation of associated site improvements. Site amenities included fencing, plantings, landscaping, and related exterior features that integrated the parking deck with the surrounding County campus. KSE monitored these activities to verify that materials, installation methods, workmanship, and completed work complied with contract requirements. KSE also utilized drone technology to quantify excavated and installed materials, providing efficient, accurate documentation to support progress verification, quantity tracking, and construction recordkeeping.
As the project advanced toward completion, KSE performed final building inspections, coordinated with the architect to identify remaining work, supported issuance of substantial completion, and prepared the final punch list. KSE reviewed contractor-prepared as-built drawings, maintenance plans, manuals, warranties, and closeout documents for completeness before submission to Essex County for permanent records. KSE also assembled a qualified project team with specialized resources, including scheduling subconsultant MZM Construction & Management Company, a New Jersey-certified DBE, MBE, and WBE firm, and materials testing subconsultant KEY-TECH Laboratories, a New Jersey-certified Small Business Enterprise. This integrated team provided the technical depth, construction experience, administrative discipline, and quality oversight necessary to support successful completion of this major parking infrastructure improvement.
