Project Description

KS Engineers, P.C. (KSE) was retained by Parsons to provide structural inspection services for Metropolitan Transportation Authority (MTA) New York City Transit and Staten Island Railway (SIRTOA) infrastructure serving the passenger rail corridor between the St. George Ferry Terminal and Tottenville Station in Staten Island, New York.

The assignment encompassed 28 railroad bridges, nine station house spans, one culvert, two pedestrian underpasses, two tunnels, and a concrete viaduct supporting the railway’s two active tracks. KSE was directly responsible for inspections and reporting for a 1,400-foot concrete viaduct consisting of 87 total spans, including 78 reinforced concrete spans and nine steel spans. Five steel bridge spans crossed roadways and required separate inspection reports. KSE also assisted Parsons with the inspection of the St. George Tunnel.

Working within an active rail environment, KSE provided the field expertise, coordination, and engineering judgment needed to evaluate structural condition, functionality, safety, and maintenance needs. Inspection activities included evaluations of bridge and viaduct components, condition ratings in accordance with New York State Department of Transportation requirements, inventory updates, and identification of deficiencies requiring maintenance, repair, or further investigation.

Inspectors documented deterioration affecting concrete, reinforcing steel, structural steel, bearings, underdeck components, and substructure elements. KSE also supported load-capacity evaluations and bridge ratings in accordance with the AREMA Manual for Railway Engineering.

KSE managed critical inspection logistics, including maintenance and protection of traffic scheduling for bridges over roadways and coordination of flagging for top-of-deck inspections performed at track level. The firm was also responsible for field documentation, NYSDOT rating forms, and final bridge inspection reports that included engineering recommendations and repair cost estimates. This coordination helped facilitate safe and efficient inspection activities around active rail operations and roadway traffic.

Through its combination of hands-on inspection expertise, field coordination, engineering analysis, and comprehensive reporting, KSE provided Parsons and SIRTOA with actionable information to prioritize maintenance, plan rehabilitation, support regulatory compliance, and promote the continued safe and reliable operation of Staten Island’s passenger rail infrastructure.
