As the prime consultant, KS Engineers, P.C. (KSE) had provided construction inspection services for this project, under two construction contracts:
Palisades Interstate Parkway (PIP): The work comprised the Preventive Maintenance Initiative (PMI) project on the Palisades Interstate Parkway (PIP), and entailed main line milling of 2” of top coarse asphalt and its replacement (fill) with 2” of 12.5 F1 top coarse HMA Compaction 50 Series; complete pavement resurfacing at PIP Exits 4, 5, 6, 7, 8, and 9; full-depth pavement reconstruction Exit 10; underdrain, drainage basin, ditch, and gutter repair, cleaning, and casting replacement work; traffic signal modification and installation of loop detectors; high-density WZTC (approximately 75,000 vehicles per day); and intensive nighttime operations. The majority of work was performed at night and/or over weekends by utilizing a combination of balloon lighting and light towers for illumination of the work zone.
Taconic State Parkway (TSP): The project (TSP) work scope included the milling of the existing pavement and repaving of the top course of seven miles (in both directions) of the Taconic state Parkway in the towns of Carmel and Putnam Valley. The work included installing epoxy pavement markings (grooved method) and Milled-In Audible Roadway Delineators (MIARDs). The project also included widening and reconstructing the shoulders, constructing new type X curb, altering drainage structures, installing new underdrains, repairing existing stone walls, and applying an anti-graffiti protective coating. This project involved night work, ramp closures, and full closure of the TSP. A traffic detour and nighttime lighting plans were required.
