KS Engineers, P.C. (KSE) was retained by NJ Transit to create a detailed work plan regarding the inventory data collection, inspection procedures, and generation of reports.
KSE applied a structured approach that included database design and administration, custom form development, field data collection, and automated report generation. This methodology has been successfully implemented across multiple projects.
The culvert database was developed using a framework similar to the Bridge Information System (BIS) previously created by KSE. Because KSE had already designed and deployed the BIS, the team was able to efficiently develop the Culvert Information System (CIS) with comparable functionality, architecture, and performance standards.
KSE obtained from NJ TRANSIT all available valuation and property maps, as well as field notes from in-house inspectors from the Maintenance and Track Departments. Discussions were held with field personnel from various departments, and all available information necessary to help locate and identify culverts within NJ TRANSIT’s ROW was gathered. Information regarding access to culverts through private property prior to site visits helped improve project efficiency. Site conditions were reviewed to better prepare the inspection teams for their field work.
