Project Description

KS Engineers, P.C. (KSE) provided emergency surveying, mapping, and engineering support services in response to a major slope failure that impacted the MTA Metro-North Railroad Hudson Line in Briarcliff Manor, New York. Immediately following notification of the emergency, KSE mobilized experienced survey personnel to the site within two hours, enabling rapid assessment of existing conditions and supporting Metro-North’s emergency response efforts. Within 24 hours of mobilization, KSE developed and submitted a comprehensive survey plan and initiated detailed field investigations to document the extent of the failure. Survey services included establishment of horizontal and vertical control, topographic and planimetric surveys, terrain mapping, documentation of debris limits, railroad track geometry, retaining wall conditions, adjacent infrastructure, and existing site constraints. KSE utilized advanced survey technologies to accurately capture the location and extent of displaced soil, rock, concrete, vegetation, and damaged railroad infrastructure, providing engineers with reliable geospatial information necessary to evaluate the failure, develop emergency stabilization measures, and plan restoration activities. Engineering support services included preparation of existing-condition mapping, coordination with Metro-North engineering and operations personnel, verification of critical field measurements, and development of survey deliverables supporting emergency design, construction planning, and contractor mobilization. Working within an active railroad environment under emergency conditions required continuous coordination with railroad operations, contractors, and response personnel to safely perform field activities while facilitating rapid restoration of service. Through its ability to rapidly mobilize qualified personnel, implement accelerated field operations, and deliver accurate survey information under compressed schedules, KSE provided the critical engineering support necessary to reduce project risk, expedite emergency decision-making, and support the safe restoration of one of the region’s busiest commuter rail corridors.

The emergency response was initiated after exceptionally heavy rainfall, including precipitation associated with Tropical Storm Ophelia, triggered the collapse of a multi-tiered retaining wall located on private property adjacent to the Metro-North Hudson Line. Approximately 600 cubic yards of soil, rock, concrete, and debris cascaded onto all four railroad tracks, burying three tracks and severely damaging another by displacing approximately 80 feet of rail. The incident disrupted service along the Hudson Line, which serves more than 37,000 daily commuters, requiring the immediate suspension of train operations while emergency stabilization and debris removal activities commenced. Restoration efforts involved removal of large quantities of debris, stabilization of the embankment, assessment of track and structural conditions, and reconstruction planning under an accelerated schedule. KSE’s emergency surveying and engineering support services established the technical foundation for the safe evaluation of the failure, rapid development of recovery strategies, and timely restoration of critical passenger rail service while supporting Metro-North’s long-term resiliency planning for retaining walls and slope stability throughout the Hudson Line corridor.
