Kamal Shahid, P.E., President

Kamal Shahid, P.E. is the founder of KS Engineers, P.C. (KSE) who established the firm in 1991 in New York City. Now celebrating its 20th anniversary, KSE has established itself among the Top 500 Engineering Firms (as ranked by Engineering News-Record) and as a leading service provider of engineering, survey and construction management services in the region.

Mr. Shahid holds a Masters Degree in Civil Engineering from Stevens Institute of Technology in Hoboken, New Jersey and is a licensed professional engineer in NY and NJ. He has been nominated twice by the American Society of Civil Engineers (North Jersey Branch and Section) as “Engineer of the Year”. He is an active member of various industry associations including the American Council of Engineering Companies (ACEC) in NY and NJ, where he serves on several committees. Prior to founding this firm, Mr. Shahid served as a project manager with NJ Transit Corporation where he was responsible for inspection and maintenance of Agency’s bridges statewide. He also served as Project Manager for PATH (Port Authority Trans-Hudson Corporation) and the Quality Assurance Division of the Port Authority of NY & NJ. He managed various inspection, rehabilitation and capital improvement projects for the Authority’s bridges, tunnels and PATH facilities. Mr. Shahid also directed the Tunnel Liner Bolt Replacement program for PATH tunnels under the Hudson River.

Elliot ”Lee” Sander, Vice Chairman

Elliot ”Lee” Sander, formerly MTA CEO and President, Bombardier Americas, has been appointed as Vice Chairman. Mr. Sander works closely with KSE founder and President, Kamal Shahid, PE, and the staff of KSE. His focus is on strategy, business development, project execution, customer relations, and leadership development. As KSE enters its fourth decade, Mr. Sander is a key resource supporting KSE's continued strong growth and developing future opportunities.

Mr. Sander has a distinguished record of executing complex, high-profile infrastructure projects in both the public and private sectors, and has played a key role in helping shape the region's transportation infrastructure over a period of several decades. In addition to his work at MTA and Bombardier, Mr. Sander previously served as AECOM Group Chief Executive, Global Transportation; Managing Director of Global Transportation, Hatch; and Commissioner of the New York City Department of Transportation. During his distinguished career Mr. Sander has also held senior level positions at the New York State Department of Transportation and New York State Division of Housing. He is Chairman Emeritus of the Regional Planning Association, Vice Chairman of the Greater Jamaica Development Corporation, was the Senior Independent Director of the Board of National Express, and founded the Rudin Transportation Center at New York University. Mr. Tom Tehrani, P.E., Senior Vice President and NY City Office Branch Manager

Mr. Tom Tehrani, PE has been appointed as the branch manager of our New York City office. Mr. Tehrani has more than 30 years experience in various fields of engineering, construction, and program management. This includes surface transportation, bridges and highways, mass transit/rail transportation and transit facilities, aviation, and security hardening. He is an accomplished executive with a demonstrated history of success in infrastructure and transportation, and has provided strategic opportunities and operational leadership throughout the New York Metro area. Mr. Tehrani has a wealth of experience with diverse, transformative projects involving strong, trusted working relationships with various agencies, including the New York City Department of Design and Construction (NYCDDC), New York City Department of Transportation (NYCDOT), New York State Department of Transportation (NYSDOT), Port Authority of New York & New Jersey (PANYNJ), Metropolitan Transportation Authority (MTA), New Jersey Turnpike Authority (NJTA), and New Jersey Department of Transportation (NJDOT).

Diego Alaimo, P.E., Senior Vice President, Construction Services, NY City

Mr. Alaimo is a licensed professional engineer in the states of NY, NJ, PA, CT and FL. He has over 35 years of diversified experience in design and construction management of transportation and wastewater projects. He has managed complex engineering projects throughout the Northeast from proposal, to design and construction. These projects have ranged in size from $1M to $85M. Mr. Alaimo possesses through knowledge of the construction industry in New York, Connecticut and Pennsylvania. Mr. Alaimo is responsible for managing construction services for KSE in New York and also serves as the manager for our New York City Office.

James D. Adams, P.E., Vice President, Construction Services

Mr. James D. Adams, PE joined KSE as Vice President in May 2016. He is responsible for managing KSE's Construction Engineering and Inspection (CEI) and Quality Assurance (QA) contract for the Goethals Bridge Replacement Project. This ambitious $1 billion Public-Private Partnership (P3) project is the first of its kind for the Port Authority of NY & NJ. Mr. Adams is a licensed Professional Engineer with more than 30 years of engineering, construction, and project management experience on projects of varying complexity and size. He is an experienced leader, capable of leading and managing diverse teams in both stable and changing environments. He is experienced in construction engineering and management, municipal engineering, operations management, and facilities management.

Prior to joining the KSE, Mr. Adams led a large team of professionals in the New Jersey Schools Development Authority's (NJSDA's) Office of Program Operations. His team was responsible for delivering assigned Capital Projects in accordance with Board-approved charters and the SOP for Program Operations, ensuring a quality product for the students of the State of New Jersey and providing fiscal responsibility to taxpayers. This included management of design, construction, and closeout of assigned Capital Projects. At the NJSDA, Mr. Adams also served as Regional Director for the Newark Regional Office, managing the design and construction oversight activities for emergent and Capital Projects with a staff of over 25 members.

Prior to his leadership role at the NJSDA, Mr. Adams served as the Director of Engineering for the City of Newark, New Jersey's biggest metropolis, providing comprehensive planning, programming, design, construction, operation and maintenance activities to preserve and expand the city's facilities and infrastructure. His prior leadership roles also include Senior Resident Engineer for the Port Authority of NY and NJ at various facilities and Construction Engineer for the New Jersey Highway Authority. In addition, he served as Associate Vice President for Real Estate Development and Facilities Operations at New Jersey City University. In that capacity, he provided administration of the University's property and land assets, facilities strategic planning, development of a campus master plan, capital planning, facility design and construction, facility maintenance, capital construction, project management, and continuous improvements of the University's facilities, including a 23-acre West Campus P3 Redevelopment.

Mitchell Aldea, P.E., Vice President, Structures Department

Mr. Aldea joined KSE in September 2015 after 30 years of public service with the Port Authority of New York & New Jersey (PANYNJ). He held the position of Manager, Structural Integrity Unit, Quality Assurance Division (QAD) at the Port Authority from 2009 to 2015. During his tenure at the PANYNJ, he was instrumental in maintaining all of the Authority's assets in a State of Good Repair, and was the recipient of several PANYNJ Gold Star awards for exceptional performance. He is a performance-driven professional, managing multiple teams on diverse projects simultaneously. He is also a strong, results-oriented manager, demonstrating excellence in long-lasting client relationships with agencies and consultants. As an exceptional structural engineer, his career has been marked by a commitment to safety and his participation in the creation of a solid infrastructure inspection program for the Port Authority. Mr. Aldea has been a highly-effective communicator, fostering mentoring, team-building, and the development of solutions for complex technical issues. He received his Bachelor's and Master's degrees in engineering from the Institute of Civil and Structural Engineering in Bucharest, Romania before coming to the United States.

Kelly R. Anderson, Proposal Director

KS Engineers, PC (KSE) is pleased to welcome Ms. Kelly Anderson as our new Proposal Director. In her position as the firm’s Proposal Director, Ms. Anderson is responsible for leading and improving our proposal development process, which is essential to our successful business growth. As KSE continues our expansion in the New Jersey, New York, and Pennsylvania markets, she will have overall responsibility for the firm's branding, proposal preparation, and qualifications activities for all disciplines and offices. Ms. Anderson brings more than 25 years of experience with the business development and proposal execution process within the engineering and construction management industry.

Ms. Anderson holds an Associate of Science in Business Administration. Prior to joining KSE, she managed the marketing departments of several internationally known professional engineering firms. Through this experience, she gained proficiency in capture strategies, budgeting, and the discipline to complete high-quality, cohesive proposals. She has extensive experience in the management of in-house teams of business development specialists and support personnel, and also in collaborating with technical staff and industry teaming partners. George F. Assis, Ph.D., P.E., Vice President and Chief Structural Engineer

Dr. Assis joined KS Engineers, P.C. (KSE) in May 2012. His 35-year career has been noted for its extent, diversity, and service excellence. Dr. Assis pioneered many complex and ambitious projects from innovative concept to final design development, including bridges, highways, culverts, buildings, transmission towers, and marine structures. Dr. Assis has extensive experience with design and inspection projects for NYSDOT, NYSTA, NYCDOT, ConnDOT, NJDOT, MTA Metro-North, MTA Long Island Rail Road, and MTA NYC Transit. Most recently, Dr. Assis successfully managed the design effort for NYSDOT's very first design-build contract, which involved emergency reconstruction of six miles of State Route 42, including two bridges in the Catskills area. This first-ever emergency design-build contract by NYSDOT was made possible by an executive order from NY State's governor, after this stretch of roadway on Route 42 suffered severe flood damage during Hurricane Irene and Tropical Storm Lee in 2011. The design and construction of the project was completed in record time.

Dr. Assis's rail/transit background is particularly significant, covering the inspection and design of numerous bridges and other structures. In addition, Dr. Assis has substantial experience in the performance of forensic investigations. These have included analyses of painting failures, studying damage to bridge structures caused by vehicular and vessel impacts, and examining bridges and piers which have collapsed to determine possible causes for those failures. Along with his investigations, Dr. Assis has provided expert witness testimony, thus playing an important role in the public response to these incidents.

Dr. Assis is active in the engineering community, as well. He is a member of the American Railway Engineering and Maintenance-of-way Association (AREMA) and Committee 15, Structural Steel. He is also a member of the American Society for Quality and the National Society of Professional Engineers.

Luigi Brasacchio, P.E., Vice President, Construction Services

Mr. Luigi Brasacchio, PE joined KS Engineers in our New York City office in February, 2016. Mr. Brasacchio is a licensed Professional Engineer in the state of New York and brings more than 35 years of engineering experience to KSE. Although his educational background is in structural engineering, his diversified experience includes design and construction support, construction inspection, and condition inspection services on numerous structures in the Northeastern United States, Canada, and Brazil. Mr. Brasacchio managed engineering and construction projects for numerous public agencies including MTA B&T, NYSDOT, NYCDOT, NYCDDC, NYSBA, NYCT, SIRTOA, MNR, LIRR, NJT, the Seaway Authority, the Mackinak Bridge Authority, and the State of Santa Catherina in Brazil.

George Broberg, P.E., Vice President and Senior Project Manager

Licensed as a Professional Engineer in New Jersey, New York and Pennsylvania and as a Professional Planner in New Jersey, Mr. Broberg has more than 40 years of experience managing infrastructure and facilities projects for governmental agencies and private sector clients. Over the course of his career, he has been responsible for managing large-scale, multi-million dollar projects that have changed the face of New Jersey. Mr. Broberg is a recognized expert in improving corporate systems and is instrumental in our ability to maintain the quality of our corporate operations. Richard (Ricky) Burrell, P.E., Philadelphia Branch Manager

Richard (Ricky) Burrell, PE joined KS Engineers in 2015. In 2022, he has been promoted to Philadelphia Branch Manager, overseeing business operations in Philadelphia Office for KSE. Mr. Burrell has more than 17 years of experience across an array of disciplines including highway design, traffic control, pavement design, signing and pavement marking, drainage, stormwater management, green stormwater infrastructure, erosion control, site grading, utility design, demolition, permitting, and project management. He is skilled in all facets of project delivery, leading and managing teams of professionals to deliver on-time, on-budget, and innovative solutions for clients.

He has been a member and team leader for challenging, high-profile, total reconstruction projects for PennDOT in Districts 5-0 and 6-0, and for the Pennsylvania Turnpike Commission. Mr. Burrell has managed numerous projects across the City of Philadelphia that have delivered impactful improvements to the neighborhoods that are served by the project.

Mr. Burrell is the Governor Appointee on the Pennsylvania Department of Environmental Protection Small Business Assistance Program Compliance Advisory Committee. The committee advises the Small Business Assistance Program and Ombudsman on proposed and existing regulations and programs as to their affect on small businesses, making sure that the regulations are written in understandable, clear laymen’s terms.

Anindya (Andy) Chakraborty, P.E., Vice President and Manager of Connecticut Operations

Mr. Anindya (Andy) Chakraborty has joined KSE as a Vice President and Manager of the firm's Connecticut operations. He is also the Director of Traffic and Safety Engineering Services for the firm.

Over a career spanning approximately 20 years, Mr. Chakraborty has been engaged in the planning, design, and management of infrastructure projects of varying sizes within the continental United States. Mr. Chakraborty has acted as a Project Manager and/or Lead Engineer in projects involving Environmental Impact Statements, traffic impact studies, traffic safety studies, design of complex highway interchanges, roadway intersections, and traffic signals with complicated phasing, as well as intricate Maintenance and Protection of Traffic schemes. Mr. Chakraborty's expertise has been amply demonstrated in various on-call, liaison, and design contracts with the Connecticut Department of Transportation (CTDOT). Mr. Chakraborty has also managed projects for other Departments of Transportation, especially in the New England region. Mr. Chakraborty is also a proven leader in Design-Build projects across the country. Most recently, he served as a design lead for the $8.5 billion Federal Way Link Extension project in Washington State. He also has extensive experience working with public agencies and authorities, and often with their private partners, in the New England and metro New York markets. He has in-depth knowledge of relevant industry publications and has developed productive relationships in municipal, state, consulting community, and professional associations.

Clients with whom Mr. Chakraborty has worked include CTDOT, the Massachusetts Department of Transportation (MassDOT), the Rhode Island Department of Transportation (RIDOT), the New York State Department of Transportation (NYSDOT), the Washington State Department of Transportation (WSDOT), the Indiana Department of Transportation (INDOT), and various municipalities and planning agencies, as well as private developers.

Eileen R. Della Volle, Vice President - Business Development

Ms. Della Volle is a recognized business development executive and community leader with 20 years of professional experience in business development in the A/E design and construction industry. She maintains an extensive multi-level network of influential business leaders, government officials, diversity representatives, and trade organizations to create change and results in NJ, NY, and PA. She contributes to public policy and the education of stakeholders as related to business diversity in public project delivery at the state and municipal levels. Ms. Della Volle serves on numerous industry-specific boards, including the Southern New Jersey Development Council (SNJDC), Women in Transportation Seminars (WTS), and the Women Builders Council (WBC). She was named one of the Top 50 Women in Business by NJBIZ Magazine and was the recipient of its 40 Under 40 award.

In May 2020, Ms. Della Volle was appointed, as a member to the New Jersey Governor Phil Murphy's Restart and Recovery Advisory Council. Ms. Della Volle served on the Facilities and Construction Subcommittee. She was also named Outstanding Woman by the Women's Building Council; has earned the SMPS New York City Chapter's Marketing Achievement Award and the SMPS Philadelphia Chapter's Donna Keller / Cracked Bell Award; and received an Award of Excellence from Odyssey International in recognition of her commitment to maximizing contracting opportunities for women- and minority-owned firms.

Ronald S. DeNadai, P.E., Vice President, Pennsylvania Operations

Mr. DeNadai has more than 40 years of experience in the management, planning, design, and construction of major transportation facilities. His broad experience includes transportation planning; engineering design; construction inspection; program management; planning, programming, and budgeting; technical and policy administration; negotiation and management of contracts; innovative transportation funding; and leadership on transportation boards and committees. He is an Emeritus Member of the Environmental Analysis in Transportation Committee (ADC10) of the National Academy of Sciences, Transportation Research Board.

Mr. DeNadai is a registered Professional Engineer in three states. He studied Transportation Systems Management at the Massachusetts Institute of Technology. He has lectured at the University of Pennsylvania, Graduate School of Civil Engineering and is a national speaker on topics including Context-Sensitive Design, Linking Transportation and Land Use, Environmental Stewardship and Streamlining, and Managing Megaprojects Using Technology.

Mr. DeNadai has been the recipient of multiple industry awards. These have included the AIP Urban Design Award for his work on the Vine Street Expressway, Interstate 676; the FHWA/National Endowment for the Arts Award for his work on Joint Use of Air Rights under I-95 in Philadelphia; and an ACEC award for his innovative Major Investment Study linking transportation and land use in Lancaster Co, PA.

Joseph E. Ferrara , P.E., Vice President - Rail Transit

Licensed as a Professional Engineer in New York, Mr. Joseph Ferrara has more than 40 years of experience in engineering and construction management. He held several senior level positions, serving as the Chief Engineer responsible for a $2.6 billion capital program at the Long Island Rail Road, and as Vice President for Rail Transit at both EarthTech and CH2M HILL. Mr. Ferrara has negotiated over $1 billion in third party contracts, both in the USA and abroad. Highlights of his achievements include restructuring organizations, improving operations and strengthening client satisfaction. Mr. Ferrara completed executive education programs at Harvard University, Stanford University and the Wharton School of Business, has been a Fellow in the ASCE for 30 years and is an active member of both the NYSPE and AREMA. The NYSPE honored him with a PE Manager of the Year award and the ASCE honored him with an Engineer of the Year award. Frank A. Frega, P.E., Vice President and Senior Project Manager

Mr. Frega joined KS Engineers, P.C. (KSE) in July 2012. In his nearly 40-year career, he has gained experience in the planning, design, and rehabilitation of transportation infrastructure (highways, bridges, transit, and airports). His expertise includes project management, investigations and traffic studies, preparation of contract documents for highway improvements, airport improvements, utility relocations and new services, constructability reviews, traffic control during construction, QA/QC reviews, and construction services.

Mr. Frega has worked with a wide variety of public-sector clients. These include the New Jersey Department of Transportation, the New Jersey Turnpike Authority, the South Jersey Transportation Authority, the New York State Department of Transportation, the New York City Department of Economic Development, and the Port Authority of NY & NJ. He has also worked with several private-sector client groups, including private developers, utility companies, and airlines.

Prior to joining KSE, Mr. Frega served as the Design Coordinator for NJDOT Contract 1 of the reconstruction of the I-295/Route 42/I-76 interchange in Camden County, the most congested interchange in southern NJ. This $170 million contract will lay the groundwork for a new $800 million multi-level interchange to reduce congestion and improve safety. Mr. Frega also served as the Project Manager for the design of the reconstruction of the Route 35/36 interchange in Eatontown, Monmouth County, which completed construction during the summer of 2012, another safety improvement for NJDOT. For Continental Airlines, Mr. Frega served as Project Manager for the design of landside civil improvements (highway and bridges); mechanical, electrical, and plumbing improvements; and airside civil and utility improvements for the reconfiguration and reconstruction of Terminal C at Newark Liberty International Airport.

Richard Horstmann,Vice President, Business Development, Aviation and Federal Industries

KS Engineers, PC (KSE) is pleased to welcome Mr. Horstmann as Vice President. Mr. Horstmann has taken on the responsibility to develop our business in the federal and aviation realms. Prior to joining KSE, he was Director of Aviation Development at a major engineering firm, where he developed a strategic plan for securing new business in the areas of aviation, federal, design-build industries, and assisting airports in meeting the new DHS regulations for their operations. He has 19 years of direct airport management experience, from 1981 to 2000. As Manager of Technical Services for the Airport Council International/North America, Mr. Horstmann represented more than 700 airports at the federal level in the areas of airport security and environmental affairs. As Airport Manager for Elmira/Corning Regional Airport in Elmira in New York, he administered and directed the operations of the airport. He was required to maintain a liaison with federal and state governing agencies and community leaders. Finally, as the Deputy Director of Airports for the Delaware River and Bay Authority, he administered and directed the day-to-day operation of five airport facilities with 45 employees in Delaware and New Jersey, managing a $3.2 million budget. Mr. Horstmann also has firsthand flight experience; he is a licensed commercial pilot, qualified for single and multi-engine aircraft and instrument landings. He has logged flight time in B-17, B-25, L-39, T-6, Beech 18, and Piper aircraft.

George Jacobs, P.E., Vice President, Connecticut Operations

Mr. Jacobs is an operations executive with a demonstrated record of expanding market share and growing branch offices through strategic planning, teamwork and client focus. Mr. Jacobs is a Professional Engineer in CT and MA with over 37 years of experience dedicated to the transportation industry in the Northeast, across the US and abroad. He has served in the capacity of Branch Manager and Regional Director, as well as Principal-in-Charge, Project Manager, and Lead Designer for numerous projects that range in complexity from major interstate interchange design and state-local highway corridor planning, NEPA EIS and EA documentation; site/civil design, traffic engineering, and other multi-modal infrastructure related projects.

Prior to joining KSE, Mr. Jacobs served as the Vice President of Business Development and Principal-in-Charge of the Reconstruction of Interstate 91 NB Exit 29, a $237M highway corridor and interchange reconstruction project located in the City of Hartford and Town of East Hartford. This section of I-91 is the highly congested linkage from the mid-Atlantic to the upper-Northeast. The new project will provide increased capacity and a greatly improved level of safety thru major geometric modifications. Mr. Jacobs is most proud of his career involvement with the $2.0B New Haven Harbor Crossing Program. Mr. Jacobs was the PM and Lead Designer for the New Haven Harbor Crossing EIS as well as the Contract E I-95 Branford Ext. design project. Starting in late 1989 till late 1999, the EIS project was responsible to brainstorm, design and evaluate dozens of highway, bridge, tunnel and transit alternatives along the 12 mile corridor. Ultimately, all five major highway contracts (A thru E) were completed in the fall of 2016, a 27 year period.

Andrzej (Andrew) M. Kwasniewski, Manager of Special Inspections

Mr. Andrzej (Andrew) Kwasniewski has been appointed to the position of Manager of Special Inspections. Mr. Kwasniewski has more than 10 years of experience in the Special Inspection field, including hands-on experience in material testing for a variety of public and private infrastructure projects.

As the manager of special inspections, Mr. Kwasniewski will lead all special inspection and material testing services provide by KSE, supported by a seasoned team of inspectors and technicians with specialized training and certifications. Mr. Kwasniewski is well versed in, and has a deep understanding of, NYCDOB requirements for special inspection services. He has managed, and performs, inspections for various clients, including the New York City Department of Environmental Protection (NYCDEP), New York State Office of General Services, the Port Authority of New York & New Jersey (World Trade Center), the New York City Housing Authority (various sites), New York City Economic Development Corporation – NYCEDC (East Manhattan Greenway), and assorted private-sector clients. Charles P. Meidhof, P.E., Vice President, Civil Department Manager

Mr. Meidhof joined KSE in October 2015 in our Civil Engineering department. Mr. Meidhof brings to KSE more than 31 years of expertise in the design and construction of transportation infrastructure projects for a variety of public agencies. His experience includes Preliminary Engineering (Concept Development and Feasibility Assessment) completed under two Task Order contracts with NJDOT for signalized intersection improvements, limited access interchange completions, and circle eliminations. He has performed final design and provided engineering support services during construction for highway improvement, bridge rehabilitation, and bridge deck and bridge replacement projects. He has prepared Highway Occupancy Permit-required improvements for private clients, most notably for the Sands-Bethworks Casino-Retail Development, and managed the needs assessment and development of the Concept of Operations and Functional Requirements for a new Central Control and Monitoring System for the Atlantic City Brigantine Connector Tunnel. Past clients include the NJDOT, where he spent seven years working in the field of highway design, Monmouth County, the Delaware River Joint Toll Bridge Commission, and the South Jersey Transportation Authority. Harvey P. Moutal, PE, BCEE, Vice President, Business Development, Water and Wastewater Services

Mr. Moutal joined KS Engineers, P.C. (KSE) in May 2012, and has the responsibility to expand our business in the water and wastewater service area. Mr. Moutal’s career has been hallmarked by leadership, problem solving, imagination, and organization. His career has been spent planning, designing and constructing infrastructure in New York City and the tri-state area. Notable project experience has included sewer system, pump station, wastewater treatment plant, and CSO facility projects. Mr. Moutal led major water quality planning programs for New York City over the course of 20 years, and has been responsible for overseeing the engineering of major projects totaling over $2 billion. Prior to joining KSE, he served as a Vice President or Senior Vice President at several large engineering firms, where he gained vast experience at developing markets, and even fostering entirely new ways of thinking about major issues. For example, his work on climate change evaluations, greenhouse gas inventories, and tunnel planning marketing preceded and gave birth to an international corporate sustainability focus. Henry Perahia, P.E., Vice President - Corporate Marketing

Mr. Perahia is a lifelong New Yorker, with both Bachelor's and Master's Degrees in Engineering from the City College of New York, and is a licensed Professional Engineer in the States of New York and New Jersey. As Vice President of corporate marketing, Mr. Perahia plays a vital role in our strategic growth in the NY/NJ region, including corporate marketing activities.

Prior to joining KSE, Mr. Perahia worked in the New York City Department of Transportation for 25 years. He began his career in the NYCDOT in 1989, as the Director of Engineering Management for the Division of Transit Operations. In 1994, he was appointed as Assistant Commissioner for Bridge Maintenance, Inspection and Operations. In 1998, he was promoted to Chief Engineer of the Department of Transportation, and in 1999 he was given the added responsibilities of Deputy Commissioner/Chief Bridge Officer. In that capacity, he was responsible for the planning and administration of all aspects of design, construction, and maintenance of 850 City-owned bridges, tunnels, and culverts, with an annual capital program budget of approximately $500 million and an annual expense budget of over $92 million.

Mr. Perahia also serves on the Board of Directors of the Municipal Engineers of the City of New York, is a member of the ASME, and is an honorary member of the Chi Epsilon National Civil Engineering Honor Society. He is the recipient of the 2003 Municipal Engineer of the Year award from the Municipal Engineers of the City of New York, the 2004 Bridge Man of the Year Award from the Association for Bridge Construction and Design, and the 2011 Sloan Public Service Award from the Fund for the City of New York. Mr. Perahia was selected as a White House Champion of Change for Innovation in Infrastructure in 2012, and he received an honorary Doctor of Science degree from the City College of New York in 2014.

Jacob Perlmutter, P.E., Vice President, Structural Evaluation Services

Licensed as a Professional Engineer, Mr. Perlmutter has more than 25 years of experience in managing NBIS and biennial inspection of bridges, condition inspection of buildings and other infrastructure facilities in the tri-state area. He has successfully performed project management, project engineering, bridge replacement and rehabilitation design. He has been involved with light rail structural design, construction supervision, and the inspection of bridges, buildings, airports, and marine facilities. His extensive experience includes project for NJTA, NJ TRANSIT, NYSDOT, DRBA, DRPA and PANYNJ. David D. Rupnarain, PLS, CFM, Vice President, Survey Department Manager

Mr. David D. Rupnarain joined KSE in 2014. He brings more than 34 years of experience, at steadily increasing responsibility levels, on numerous survey projects of widely varying levels of complexity. Mr. Rupnarain is a Licensed Professional Land Surveyor in New Jersey, New York, and Pennsylvania, and is also an ASFPM Certified Floodplain Manager. He has managed and supervised diverse groups of surveyors performing a broad spectrum of survey operations, including geodetic and primary control, route, topographic, structural, structural monitoring, cadastral, boundary, bathymetric, riparian, construction, and right-of-way surveys for transportation networks and facilities; commercial, industrial, and residential developments; and GNSS surveys. His experience has included budgets, equipment, safety issues, and staff training and development. Prior to joining KSE, Mr. Rupnarain was responsible for managing all construction quality assurance surveying for the $2 billion NJ Turnpike Widening program. Gurdip Saini, P.E., Vice President, Infrastructure Engineering

Mr. Saini is a licensed Professional Engineer in New York State, and brings in more than 39 years of infrastructure-related experience, having served first in the Bureau of Water and Sewer Operations of the New York City Department of Environmental Protection (NYCDEP) and then in the Infrastructure Division of the New York City Department of Design and Construction (NYCDDC) since its inception in 1996. His experience encompasses large-scale, highly complex design of water mains, sewers, and highways. Notable projects include CS-ER-WCP, the Pugsley Creek project in the Bronx, which required superior management and continuous technical guidance to the design and construction staff and coordination with various stakeholders due to time constraints imposed by NY State consent decrees. Another infrastructure project, SE818, Sheldon Avenue, Staten Island, for the first time won a silver rating from the Institute for Sustainable Infrastructure (ENV SP). Mr. Saini's ability to provide engineering solutions to problems arising during the design and construction phases of the projects was widely acclaimed by the department staff, other City agencies, and private utility companies.

Mr. Saini spearheaded the implementation of various trenchless technology initiatives for the installation and rehabilitation of sewers and water mains at the NYCDDC. Under his leadership, several highly deteriorated interceptor sewer rehabilitation projects within the City, such as PS-312Q and PS-312KR, were designed to the satisfaction of client agencies after specifications and construction procedures were developed utilizing innovative trenchless rehabilitation technologies. Another trenchless project QED1014 involving the slip lining of 60" diameter trunk water mains in Queens was well received during the technical paper presentation at the NASTT Conference in 2018. Additional projects where trenchless technology was used included Horizontal Direction Drilling (HDD) of twin 20" diameter water mains (project HED564, City Island) and microtunneling of large - 90" diameter - sewers (project SE859, Queens).

In addition, several large street reconstruction projects, including underground utility installations and open space plaza projects, were designed in-house in various boroughs for the NYC Department of Transportation (NYCDOT) under Mr. Saini's supervision.

Mr. Saini provided excellent leadership as an Assistant, and later Associate, Commissioner of Infrastructure Design at the NYCDDC to complete the large-diameter trunk water main installations in Manhattan to connect 10 shafts on the 3rd New York City water tunnel to the water distribution network, which culminated in the opening of 3rd water tunnel on time, a Mayoral priority. In addition, the ongoing major Southeast Queens flood relief initiative, which has included several large projects spread over 10 years, another Mayoral priority required Mr. Saini's input for the timely design of several large, complex projects as a start.

Robert J. Scancella, PE, DBIA, Vice President, Construction Services

Mr. Scancella joined KSE in October 2015, and has taken on a leadership role in our Construction Services department. He brings over 39 years of experience in design and construction of highways, roadways, and bridges. Mr. Scancella spent nearly 20 years of his career with the New Jersey Department of Transportation, and was selected as Project Manager for the first design-build project undertaken by the NJDOT. Mr. Scancella's diverse construction experience includes business development and project management for multitude of projects in New Jersey, Pennsylvania, Delaware, and Ohio.

As a Designated Design-Build Professional, his expertise includes alternate project delivery systems and maintenance of quality assurance and quality control during construction. He has an in-depth knowledge about highways and structures. He is a member in good standing of the American Society of Civil Engineers, Design-Build Institute of America (DBIA), and American Society of Highway Engineers. He served as the President of the NY Tri-State (Metro) Chapter of the Design-Build Institute of America from 2001 to 2012, as well as the DBIA National Conference Committee's Design-Build Task Force. He also serves as a Committee Member of the Transportation Research Board, representing Construction Inspection and Design-Build. He has recently received recognition by ASCE as being the Transportation and Development Institute (T&DI) liaison to the Design-Build Institute of America.

Mr. Rashid Shariff, P.E., Branch Manager, Newburgh, New York

Mr. Shariff is a licensed professional engineer in the State of New York. He brings more than 35 years of experience in the Construction Industry and has extensive construction management experience with infrastructure, utilities, geotechnical, structural, highways, drainage and environmental projects. For over 30 years he represented the owner (NYSDOT) as Quality Assurance Manager / Construction Supervisor, Engineer-In-Charge, Construction Liaison, Traffic Engineer, and Contract Administration. His multi-faceted experience includes project site administration, project scheduling (Primavera), document control, cost control, risk assessment and mitigation, claim avoidance and dispute resolution, and health safety and environmental protection.

Prior to joining KSE, Mr. Shariff served as a Quality Assurance Manager and Construction Supervisor for NYSDOT in Region 8. Mr. Shariff was actively involved in $163 Million five Design-Build Contracts involving 27 Critical Bridges over water in five counties in Region 8. Mr. Shariff's responsibilities on these projects included directing and managing all Quality Assurance operations for Design-Build projects. He managed the entire construction process for Design-Built Projects to ensure that the requirements of the Department are achieved.

Mr. Shariff also served as Engineer-in-Charge (EIC) for the Owner (NYSDOT). As and EIC Mr. Shariff completed numerous construction projects of varying size, scope and complexity. He has significant experience in managing projects including construction of complex and innovative bridge structures, major highway projects on high speed, high volume roadway with complicated work zone traffic control and staging, and projects in heavily commercially developed areas with extensive public outreach. He also supervised high profile complex and environmentally sensitive projects.

Mr. Zarriello has more than 31 years of experience in transportation engineering. He has served as a bridge engineer, highway engineer, project manager, and office manager for transportation and industrial clients.
