KS Engineers, P.C. (KSE) provided comprehensive Resident Engineering and Inspection (REI), construction management, survey, and construction oversight services for Phase 1A of the New York City Department of Environmental Protection’s (NYCDEP) Green Infrastructure Program on behalf of the New York City Department of Design and Construction (NYCDDC). KSE’s responsibilities included construction surveying and layout verification, utility conflict identification and coordination, resident engineering, quality assurance and quality control, contractor coordination, daily inspection, materials testing, Maintenance and Protection of Traffic (MPT) oversight, schedule monitoring, Requests for Information (RFI) preparation, progress reporting, meeting facilitation, and project closeout. Throughout construction, KSE worked closely with NYCDDC, NYCDEP, utility companies, contractors, and community stakeholders to successfully deliver one of New York City’s largest neighborhood-scale green infrastructure initiatives.
The project encompassed construction of green infrastructure assets at approximately 650 locations throughout Brooklyn, representing one of the City’s most ambitious stormwater management programs. Designed to reduce stormwater runoff entering the combined sewer system, the project improved water quality, mitigated localized flooding, enhanced neighborhood aesthetics, and advanced New York City’s long-term sustainability and climate resiliency goals.
KSE provided detailed survey verification for every proposed asset location, identifying underground utility conflicts and coordinating with NYCDEP and the contractor to optimize asset placement before construction began. This proactive approach minimized utility conflicts and construction delays while ensuring that each installation achieved its intended hydraulic performance. During construction, KSE prepared and managed 104 RFIs addressing unforeseen field conditions, providing engineering recommendations that were reviewed and approved by NYCDEP to maintain project progress.
The project ultimately delivered 614 green infrastructure assets, including 443 concrete-top infiltration basins, 38 grass-top infiltration basins, 49 combination infiltration basins, 66 bioswales, eight Type D bioswales, seven green strips, and three rain gardens. Additional environmental enhancements included the planting of 164 street trees and installation of 961 shrubs, 761 perennials, 533 grasses and ground covers, and 766 flowering bulbs, all inspected in coordination with NYCDEP landscape architects to ensure compliance with project specifications.
KSE also performed concrete quality control testing, including slump, air content, and compressive strength testing, monitored sidewalk grades and drainage, verified contractor production rates, coordinated utility relocations, conducted regular progress meetings, reviewed construction schedules and two-week look-ahead plans, and prepared comprehensive weekly and monthly progress reports. The project reached substantial completion on schedule, with KSE leading multiple final inspections, punch list development, and closeout activities to ensure every asset met the City’s rigorous quality standards.
The project’s innovation, environmental stewardship, and successful implementation of resilient green infrastructure were recognized with the American Council of Engineering Companies of New Jersey (ACEC NJ) Honor Award for Engineering Excellence – Non-Transportation Project and the American Council of Engineering Companies of New York (ACEC NY) Gold Award for Engineering Excellence.
